What You'll Do in This Position
Responsible for all aspects of site Quality Assurance Program and Performance Evaluations. Advise Senior Management on the status of a wide spectrum of QA requirements, corrective actions, and problem causality activities affecting the operations of site facilities. Plan and direct evaluations of site functional programming to promote continuous improvement in program guidance. Provide support to the Quality Services Section Manager for overall implementation of the company QA Program

- Lead the site effort to maintain and upgrade the Quality Assurance Program as specified in the Quality Assurance
Management Plan; the company Quality Assurance Policy; the QA functional area in S/RID; and the 1Q, Quality Assurance Manual.
-Serve as resource to senior management for interpretation and consultation regarding quality/technical requirements. -Establish, develop, train, and manage a highly qualified and effective staff, well versed in industry practices and the QA Program requirements.
-Lead and direct the site's Self Assessment, Causal Analysis, QA Training, QA Audit, QC Certification, and Corrective Action programs.
-Serve as a primary interface with external organizations regarding the QA program, self assessments, corrective action program issues.
-Provide Cognizant Quality Function support and guidance for Technical Quality Services, Environmental Safety & Health, Procurement & Materials Management, Information Technology, and Safeguards & Security (other organizations as appropriate).
- Provide company-level certification of SRS independent inspection personnel in mechanical, electrical, instrument and calibration, civil, and receiving inspection disciplines.
- Serve as the Subject Matter Expert in all areas relating to quality assurance and provide site leadership and guidance for quality problem resolution.
- Provide site guidance on QA requirements for new mission activities.
- Select, coordinate, analyze and, report site QA Performance Indicators.
- Serve as the site site Liaison for Institute of Nuclear Power Operators (INPO) Nuclear Network and for DOE-HQ EH visits.
-Represent company on national committees, industry wide working groups and/or corporate task teams (ASME NQA-1, EFCOG, etc.).
- Support company Managers by assisting in the completion of site programmatic self-assessments and audits.
- Provide SRS input to help shape DOE/NNSA Policy and Standards regarding QA and Self-Assessment Program requirements, through membership and participation in DOE /NNSA Task Teams.
- Provide challenging developmental opportunities for assigned employees to contribute to their personal development and the site's success.
Coordinates Price-Anderson Amendment Act (PAAA) compliance investigations, evaluations and activities for SRPPF to ensure compliance with the PAAA and coordinate with the site PAAA coordinator. Interface with NNSA regarding PAAA reporting, investigation and damages/settlements.
Maintain a Performance Analysis Program for SRPPF and coordinates the Performance Analysis report for the NNSA client to measure the performance of the SRPPF organization.
Demonstrate a thorough knowledge of all documents relevant to G&CAS, with key documents including DOE Policy 226.2,
Department of Energy Oversight Policy; DOE Order 226.1B, Implementation of DOE Oversight Policy; NNSA Supplemental
Directive 226.1C, NNSA Site Governance; the NNSA Governance and Management Framework, issued May 6, 2019; DOE
Order 450.2, Integrated Safety Management; key SRS Procedures, including 1-01, 1B, 9B, 1Q, 11Q, 12Q, 2S and 22Q; as well as
other technical engineering standards relevant to G&CAS.
Provide senior leadership for development and implementation of a G&CAS program across the project and program. This involves maintaining a program that provides reasonable assurance that the contractor will sustain safe and compliant mission execution and operational excellence. Aspects of an effective, risk informed G&CAS program include:

Issues management system
Performance analysis
Lessons Learned
Feedback and improvement
Metrics and performance indicators
G&CAS program implementation and monitoring
G&CAS effectiveness review
Responsibilities associated with managing these aspects includes planning, resource allocation and budgeting, and mentoring
and management of employees assigned to this organization, directly or matrixed.
Develop and maintain policies and procedures that demonstrate the objectives and strategy of a sound G&CAS program is in place.
Develop and maintain key metrics that demonstrate and validate the effectiveness of the NNSA Projects and Programs to provide early identification of issues relative to production activities for process improvement implementation
Interfaces directly and frequently with NNSA-AMPO, M&O Executive Leadership as G&CAS implementation identifies inadequacies or concerns associated with NNSA objectives and production activities.
Provide program oversight, guidance and support to Senior Project and Program Management leadership to assist in
interpretation and implementation of policies, standards and practices related to G&CAS.
Other Qualifications
Must have a background in Quality, CAS and Governance in a nuclear environment as well as a good working knowledge of nuclear operational requirements.
Qualifications We Desire
Experience implementing and maintaining a quality assurance program, issue management and investigation process, experience in meeting nuclear operational requirements.
