EDUCATION and/or EXPERIENCE

Bachelor's degree in Urban Planning, Engineering, Statistics, Geography, Decision Science, Business or Public Administration or a related field is required. Six years of progressively responsible professional experience in transportation planning or an equivalent combination of education and experience required. Previous supervisory experience is required. Experience using the Microsoft Office suite, including Word, Excel and PowerPoint, for the development of service plans and service evaluation is required. Proficiency using Esri ArcGIS and Excel is required. Proficiency with Remix is preferred. Knowledge of the MARTA service areas and routes is highly desired. Must possess excellent written and oral communications skills and a demonstrated ability to conduct research independently and present findings in a comprehensive and clear format. Experience in leading groups and projects, proven problem-solving skills, and computer literacy required. In lieu of a degree, experience as described above may be substituted on a year-for-year basis

INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants' knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.

SUMMARY

Manages, organizes, implements, and directs the activities of the Service Planning team to meet the Authority's service goals and objectives related to bus and rail service. Develops new services and service modifications, including service days, routes, spans, and frequency of service in a cost-effective manner while maintaining a standard of adequate and safe service. Develops service plans for new service types, expansion projects, facilities, and other major initiatives. Oversees planning processes related to ridership analysis, route productivity and performance, and costing analysis, while monitoring proper use of software utilized to capture current system data. Evaluates operational aspects of bus and rail service in order to prepare, administer, and maintain an adherence to budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Manages, organizes, implements, and directs the activities of the Service Planning team to meet the Authority's service goals and objectives.

2. Makes recommendations for implementation pertaining to MARTA's bus and rail service, including the addition, deletion, modification, or rerouting of bus and rail service.

3. Oversees the planning processes used to determine ridership impacts, route productivity and performance, and cost analysis, including monitoring the proper use of software utilized to capture system data (includes Ridecheck Plus, Trapeze FX and Blockbuster, ArcGIS, Remix).

4. Develops service plans for new service types, expansion projects, facilities, and other major initiatives.

5. Participates in coordination of transportation activities with industry partners such as the Atlanta Regional Commission (ARC), Georgia Department of Transportation (GDOT), the Federal Transit Administration (FTA), and local governments.

6. Determines the need for, conducts and participates in public meetings and/or hearings in collaboration with other MARTA departments.

7. Develops executive-level reports and briefing materials (including presentations to Executive Management and the Board of Directors).

8. Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

Customarily and regularly directs the work of personnel assigned to the Service Planning branch. Interviews, hires and evaluates performance of employees; provides feedback, coaches, disciplines and discharges as appropriate.
