This person will be responsible for ensuring proper maintenance and compliance of the Estimating System Description (ESD) and related policies. Supporting cross-functional/enterprise-wide proposal process initiatives and standardization. Leading pricing tool/template development, changes, and implementation. Serve as primary POC for cost estimating and pricing guidance and training. Coordinate compliance audits of estimating system, tools, and processes. Support or co-lead engagements with external cost estimating community.

This role will maintain a compliant Estimating System and processes/procedures, ensuring government regulator (DCMA) approval. Identify process/tool gaps to help enhance proposal and estimating efficiency. Collaborate with SBUs and SCUs to ensure adequate and effective estimating & pricing tools & process for proposal development and risk assessments. Ensure current and accurate proposal (new business and change proposal) tracking & reporting.

What You'll Do:
  • Focal point for Estimating System activities and audits (both external/DCAA and internal)
    • (External audits) Support ESD owner and co-lead all ESD audits - DCAA/DCMA system audits.
    • (Internal audits) Lead internal ESD compliance reviews - annual review of one proposal from each SBU (GSS, NS, MS, COS, TS)
      • Internal audit to include key process steps - e.g. BNB, Prop/Cost Kickoff, Prop Review, Proposal Approval Record, Form 93 Proposal Checklist, AFC, Cost Volume, BOEs, Cost Reports
  • Advise & collaborate with Finance and (SBU) proposal teams regarding proposal and pricing best practices.
    • Collaborate with finance teams (Gov't Acct, Project Controls, Contracts, EPO, Operations/Tools) and SBU teams on lessons learned, identifying any process & tool improvements.
    • Develop and leverage interactions with external regulators and cost groups (e.g. DCMA/DCAA, ICEAA, NASA cost group, Air Force cost group, SSC cost group, CAAG) on cost estimating trends, new regulations, and enhancing pricing philosophies
    • Support development and implementation of SWBS and historical data across the enterprise
    • Support cross-functional, enterprise-wide proposal initiatives and standardization.
    • Ensure adequate and effective tools & processes for proposal development and risk assessments.
  • DCMA/DCAA liaison and audit support
    • Support/lead ESD audits, proposal audits, TIN audits, fact finding support, post award audits.
  • Oversight and maintenance of the following EPO documents:
    • Estimating System Descriptions (ESD), ensuring compliance with key regulations
    • BPL forms - Bid/No-Bid, Proposal Approval Records
    • Generic Cost Volume Templates - FPRP/rate, disclosures, government forms
    • BOE and ESD On-line training - Regular, monthly monitoring of BOE/ESD training requirements
  • Development/enhancement of training(s) to improve documentation quality/compliance.
    • Cost Volumes, EPO Resources (e.g. EPO SharePoint), Pricing Tools, Proposal/Cost Kick-off Meetings, etc.
    • Updated/revised BOE and ESD training.
    • "Enterprise" standard templates - e.g. Proposal Kickoff, Cost Kickoff, and Proposal Review
  • Maintenance, monitoring and access approval to all estimating/EPO resources.
    • EPO SharePoint site
    • DCAA Posting Extranet SharePoint site (maintain and monitor DCAA Posting Process)
    • FRM93 site
  • Streamline EPO related forms and processes.
    • Automate Audit file checklist.
    • BNB, PAR, Form 93 Proposal Certification Checklist updates
    • Gold standard cost volumes, proposal repositories
  • Develop/enhance/refine proposal tracking and reporting (EPO Proposal Dashboard)
  • Need current, accurate, and complete proposal data and standard processes for reporting - e.g. EPO Proposal Dashboard (all SBUs), Power BI dashboards, proposal metrics
  • Develop and implement change proposal processes and roles & responsibilities.
  • Maintain the ESD, tools and processes in a manner that best aligns with the company's business environment, appropriate regulations, and customer expectations.
    • Refinement and alignment of the estimating tools, processes and procedures with the enterprise re-org (e.g. Space, GSS, TS)
    • Integration support
    • Tool/process evolution - direct pricing tools (e.g. BART, MPP) and other related tools (e.g. CLM, Costpoint, EDW, Agile, IFS, Velocity, etc.)
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.
On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Required Skills and Education

  • BS in related field plus 12 years or more of related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Understanding of typical project requirements and processes.
  • Five or more years of demonstrated experience working strategic cost proposals, volume development, and management.
  • Excellent communication, Client facing experience and/or consultative experience working across multiple groups and boundaries.
  • Solid strategic and data analytical skills, including metrics, cost estimates, profitability, and risk.
  • Demonstrated expertise in estimating systems.


Preferred Skills and Education

  • Five or more years of demonstrated experience in cost estimating model development (excel-based), application, and maintenance.
