The Corporate Human Resources Operations Branch (AFRL/RYHC), Sensors Directorate seeks to hire a Mid-level Military and Manpower Human Resources Advisor, DO-02 in Dayton, OH. This position is open to candidates currently at the DO-01 (or equivalent grade) level eligible for promotion and/or current DO-02 (or equivalent grade) level candidates for reassignment.

Position Duties include, but are not limited to:
  • Serves as the military personnel manager and manpower liaison.
  • Responsible for all military personnel actions to include changes to rater, duty title, duty dates, etc. Tracks/manages Officer Performance Briefs, Decorations, and Promotion Recommendation Forms. Routes documents for higher level review, when required. Manages military evaluation process. Creates review periods and tracks evaluation completions.
  • Manages military manpower billets, tracking new accessions, departures, position information, deployed members, and Individual Mobilization Augmentee (IMA) positions (in conjunction with Senior IMA).
  • Oversees incoming/outgoing military actions to include inprocessing/outprocessing, Vulnerable Movers List/Talent Marketplace process (e.g. notifications, requisitions, reclamas, etc.), Permanent Change of Assignment process, and sponsor information.
  • Manages and tracks military special assignment opportunities/boards and promotion boards.
  • Coordinates with higher headquarters to ensure military rosters are accurate.
  • Serves as manpower liaison, reviewing organizational change requests and tracking all updates to manpower systems/documents.
  • Performs duties in support of overall division & directorate programs, projects, and initiatives. Researches, interprets, analyzes, and applies OPM, DoD, AF, AFMC, AFRL and local regulatory guidance and policy directives pertaining to the personnel/manpower functional areas.
  • Provides management advisory services and determines sources & qualifications for actions. Recommends recruiting sources, staffing support, and guidance for non-DHA/EHA recruitment actions. Determines basic eligibility & qualifications for DHA/EHA recruitment actions. Interprets laws, regulations, rules, and local policies for management and ensures compliance.
  • Coordinates actions with Civilian Personnel Offices, Sensors Director, and senior management officials based on multiple civilian pay programs (GS, GG & Lab Demo).
  • Makes recommendations regarding the propriety of organizational, supervisory, and employee transactions and processes.
  • Analyzes reports and statistical information on the organization, management, and personnel to discern the factual status of transactions, manning postures, etc., and to project trends and troubleshoot problems.
  • Provides special support and counsel in areas of expertise to supervisors for the resolution of challenging and complex issues.
  • Prepares written findings, analysis, and evaluation of areas under study and proposed solutions, improvements, and/or recommendations.
  • Regularly meet with management officials to discuss work status, coordinate effective dates of actions, and to stay informed of functional issues, new workload, long-range personnel end-state needs, challenges encountered, and other matters that would impact civilian employees.
  • Responsible for organizational and manpower change requests to modify the structure and positions within the Air Force Research Laboratory Sensors Directorate.
  • The duty location for this position is Wright-Patterson AFB, OH.

Required Qualifications

  • United States Citizenship
  • Ability to obtain and maintain a security clearance.
  • Applicants must have at least one (1) year of specialized experience at the next lower grade or equivalent in other pay systems.

Desired Qualifications

  • A Bachelor's Degree or certificate in Human Resources is highly desired.
  • Knowledge of military personnel and manpower.
  • Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
  • The ability to manage multiple priorities simultaneously.
  • Skills to communicate effectively with internal/external customers and senior level personnel.
  • Ability to collaborate effectively with peers while being comfortable working in an ambiguous and rapidly changing, complex work environment
