The Military Programs Proposal Analyst will be responsible for all aspects of the proposal process as it relates to Finance.

Primary Responsibilities

• Proposal development with focused review on basis of estimate
• Proposal review for TINA compliance and certs
• Conducts and documents moderately complex financial analysis projects
• Cost analysis and overhead rate development with modeling
• Provides accurate Program Cost information analysisto Finance and Value Stream
• Presentation to Senior Leadership and audit support
• Performs varied work assignments with limited supervision.
• Coordination and documentation of all supporting data and assumptions, revision control, creation of proposal packages and pricing data for review, approval, and submission.
• Provide audit support for DCAA/DCMA and post award audits
• Subject matter expert on CAS, FAR/DFAR, DCAA/DCMA audits, TINA, government compliance as it relates to proposals
• Brings inconsistencies and problems to the attention of management, along with proposals for resolution.

Basic Qualifications:

• Bachelors degree and 5 years of relevant experience OR
• Advance degree and 3 years of relevant experience OR
• In absence of a degree, 9 years of relevant experience is required
• 3 years of finance and/or accounting experience
• Analytics and reverse-engineering of formulas and files
• Work with large datasets, including data mining
• Presentation skills and ability to explain assumptions, basis of estimate and detailed financial analyses clearly and concisely to all levels of Leadership
• Microsoft Office products (Excel, PowerPoint, & Word)
• MS Excel, including charts & graphs, lookups, macros, pivot tables, nested sum/if, what if scenarios and other advanced functions
• Must be a U.S. Citizen

Preferred Qualifications:

• Bachelor's degree in Accounting, Finance or related field
• 2 years of government pricing experience, preferably in an manufacturing environment
• Sound reasoning skills and ability to work with broad base of technical, operations, finance and sr. leadership.
• Knowledge of SAP system or other MRP systems with experience in data mining.
• Ability to work with individuals and teams at all levels of the organization.
• Strong problem solving skills as well as business writing and communication skills.
• Government accounting, i.e. FAR, DFARS, CAS
