The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity. This position may be eligible to receive a Northern Living allowance. Northern Living allowances are provided based on the location of the position and where an employee primarily works and resides.

Mining Engineer, Mining - Hybrid

The Opportunity

The Alberta Energy Regulator (AER) is currently recruiting for a Mining Engineer to join its talented team of professionals in the Mining group within the Regulatory Applications (RA) Branch. As a Mining Engineer, you will provide technical knowledge and support for surface and underground mining applications related to development, operation, and abandonment under the Oil Sands Conservation Act (OSCA), Coal Conservation Act (CCA) and Mineral Resource Development Act (MRDA).

The role requires interacting with other technical professionals to look at submissions, applications and proposals holistically, liaising with applicants, clearly articulating risks associated with each application and making recommendations to the leadership team. It ensures provincial policy, guidelines, regulatory requirements and management strategies are incorporated into project decisions and organizational initiatives. This position is recognized in the organization as an engineer specialized in mine engineering for oil sands, coal, and minerals mining who is expected to be knowledgeable in terms of regulations, analytical approaches, risk assessment, and stakeholder collaboration.

What your day-to-day will look like:

  • Lead a multi-discipline team of Subject Matter Expert (SMEs) and government agencies to review mining applications, applying risk-based principles and drafting approvals with case-specific conditions for proposed activities (development, operations, and abandonment), as well as new projects, expansions, or changes to existing projects.
  • Liaise with representatives from industry and government during the application review process, including but not limited to, regulatory requirements associated with mining projects.
  • Work with a diverse network of specialists across industry, academia and government to remain current on emerging issues and new technologies. Identify policy gaps and support policy initiatives with a view towards their practical application to energy and mineral sector activities and support the implementation of initiatives into AER core business functions to ensure policy objectives are upheld.
  • Lead and perform desktop and field surveillance and audit activities and approval maintenance, as a mine engineering SME in collaboration with the AER's Regulatory Compliance branch, including annual performance reviews, annual reports and submissions, and ongoing data submissions, to ensure appropriate risk-based compliance and assurance mechanisms are in place throughout the life cycle of the mining projects.
  • Provide expertise and technical advice/ analysis to AER public hearings and the Alternative Dispute Resolution process.
  • Lead and support action and media requests by gathering all necessary information and presenting it clearly and concisely.
  • Support sector initiatives and enterprise projects by providing technical guidance and leading the implementation into our core business functions while collaborating with stakeholders (internal and external) as necessary.


What we're looking for in you:

  • Bachelor's degree in Mining Engineering.
  • 5+ years of mining industry experience, including more than 2 years focused on regulatory compliance and oversight.
  • Registered professional engineer with APEGA, or eligible for professional membership.
  • Knowledge of the Oil Sands Conservation Act, Coal Conservation Act and Mineral Resource Development Act, and the applicable Directives and a working knowledge of other enactments such as Environmental Protection and Enhancement Act, Water Act and Public Lands Act and their applicability at each stage of the project activity life cycle.
  • Knowledge in using modelling software such as Datamine, Vulcan, MicroStation as well as mine planning/design and ventilation software is required.
  • Strong self-leadership, critical thinking and the ability to share expertise with all staff levels.
  • Strong written, verbal, and technical communication skills with the ability to convey complex technical information to diverse audiences and effectively facilitate meetings.
  • Ability to build and maintain working relationships with internal and external stakeholders


Additional Information:

  • All applicants must be legally entitled to work in Canada at the time of application.
  • Pre-placement Medical required. Ability to conduct typical Oil & Gas field work, including driving prolonged distances, climbing stairs, ladders, etc., walking around industrial sites in all conditions, walking into remote locations, and ability to work in all weather conditions.
  • Applicants must possess a fully valid driver's license along with a positive driving record. The word "fully" describes the criteria for a class 5 as opposed to a graduated license, and "positive driving record" as defined in the AER driving policy.
  • First Aid, H2S Awareness and WHMIS 2015 is an asset.
  • 10% field-based role which includes offsite meetings, and mine site visits required with overnight stay.
