Position Summary and Responsibilities:
The NAVSEA Certification Specialist will be responsible for all Navy Certification and Quality requirements for a program operating under the P-9290 System Certification Procedures and Criteria Manual for Deep Submergence Systems (DSS) requirements.

Additionally, the NAVSEA Certification Specialist will be expected to develop and maintain a good working relationship with customer's Certification and QA leads and on-site inspectors. Will be required to act as the primary POC for government source inspection.
Education and Experience:
Requires over ten years concentrated technical experience, or the equivalent in combined education and experience, Experience may include Active Duty in the US Navy, Work in Naval Shipyards and/or Intermediate Maintenance Facilities specializing in Naval Special Emphasis Programs (SUBSAFE, Fly-By-Wire, DSS-SOC) including at least three years in responsible positions involving analysis, design, development, or test. Must be generally recognized as a specialist in a technical area by competent professional associates.

This includes:
- Review of complex operational systems, drawings and models and related program quality requirements to work with Engineering, Manufacturing and Customer representatives to assure all requirements are met.
- Review and approval of Certification-related Objective Quality Evidence such as shop travelers (build paper), receipt inspection documentation, test data, Re-Entry Control (REC) packages, etc. in support of system certification.
- Implements and manages the project specific Quality Management System Plan. Assists Manufacturing Engineering to establish the personnel, equipment, and facility resources necessary for performance of the contract requirements.
- Evaluates and makes recommendations on specific system designs in terms of operational suitability and effectiveness in fulfilling customer or contract requirements.
- Reviews, approves and administers DSS Certification-related technical plans, procedures and policies for assigned organization.
- Formulates, establishes, and implements analytical techniques for determining corrective actions and process improvements including flow down to the shop floor and follow-up for effectiveness.
- Serves as the company Lead on preparation for and POC for Navy Functional Audits and Certification Surveys and prepares and /or reviews and approves all Audit Card responses.
- Prepares Departures From Specifications (DFSs) and Liaison Action Requests (LARs)
- A strong working background in P-9290 and ISO 9001.
- ISO audit experience. Should be familiar with the Navy Dive Manual for Diver Quality Air clean systems.

Other requirements:
- Direct experience with the certification process of NAVSEA DSS assets under P-9290 or similar programs (e.g., SUBSAFE).
- Quality engineering experience with manufacturing complex hardware strongly preferred.
- Ability to read/understand complex design and manufacturing engineering drawings and models and related program quality requirements.
- ISO QMS and auditing experience required.
- Experience with complex, red-lined programs a plus.
- Strong customer interaction skills required.
- Hands-on on manufacturing operational experience a plus (inspection, fabrication, welding, assembly, etc.)
- Experience with Government/Military QA required.
- Hands on shop floor Quality Engineering Review of complex engineering drawings/models and program quality requirements.
- Review of complex shop travelers (build paper), receipt inspection documentation, test data and the development of inspection documentation.
- Communication and verification of Customer requirements Quality Management Systems Procedure and Technical Writing Problem Solving and Process Improvement QMS data collection and analysis Strong computer skills.
