Prevailance is seeking an experienced and mission-focused professional to support the Navy Analytic Studies Program as a Program Manager. Support includes the use of modeling, simulation and analysis tools and techniques to support Navy's performance of its analytic portfolio.
Responsibilities may include but not limited to:
- Oversee and manage large, complex research and development projects
- Coordinate with all levels of DoD leadership to achieve program objectives
- Provide warfare and warfare support analyses and assessments, campaign analyses, mission-level analyses, data analytics, modeling and simulation (M&S), and management and documentation support
- Conduct analytic support encompassing all aspects of joint campaign, mission, and engagement-level modeling, including manpower and personnel, training and education, infrastructure, long-term planning, policy, medical logistics planning, and both afloat and ashore readiness
- Support experimentation, demonstrations, and wargaming initiatives to explore operational options and identify operator objectives and considerations
- Provide coordination across the Office of the Chief of Naval Operations (OPNAV) staff, the Fleet, Systems Commands (SYSCOMs), Combatant Commanders (COCOMs), Marine Corps and other Service Staffs, Joint Staff, and Office of the Secretary of Defense (OSD) staff
Requirements
Experience:
- 15+ years of experience as a program manager, technical project director, or senior consultant
- 10+ years of experience in technical supervision, project management, and task planning for complex modeling and simulation systems
- U.S. citizenship required
Preferred Qualifications:
- Previous experience in a Navy Operations Analysis billet
- Professional certification as a Program Management Professional (PgMP) or equivalent
- Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process
- Understanding of the Analytic Framework for Capability-Based Assessments and OSD / Joint Studies
- Knowledge of Naval Campaigns and Navy Mission Areas
- Experience in software project management, including design, development, and integration
- Familiarity with OPNAV organization, military rank structure, and terminology
Education:
- Bachelor's degree or higher in engineering, physical sciences, computer sciences, operations research, mathematics, physics, political science, intelligence, international relations, or national security studies
Security Clearance:
- Must possess an active TOP SECRET/ Sensitive Compartmented Information (SCI) Security Clearance
