Scope (Purpose)

As the CIQB NDE Specialist, you will collaborate closely with the Program Manager to implement and operate the CANDU Inspection Qualification Bureau (CIQB). Your primary responsibility will be to conduct specialized reviews of NDE-related documents, ensuring compliance with regulations and maintaining high-quality standards.

In the role of Project Manager, reporting to the Program Manager - Joint Projects, you will initiate, coordinate, and manage joint projects. This includes overseeing the bulk procurement of engineered parts and facilitating specialized training and inter-station services among CANDU nuclear electric generating stations and external organizations. Additionally, you will develop and implement essential policies and practices, supervise staff, and ensure that all work aligns with the quality standards outlined in COG governance.

Key Accountabilities
  • Collaborate with NDE expert reviewers to study and evaluate Inspection Procedures, Technical Justifications, and Training Programs.
  • Prepare reports on CIQB Qualification activities and carry out inspection qualification tasks in alignment with the CIQB QA program.
  • Act as a technical resource in your area of expertise to support the NDE Specialist role.

  • General Responsibilities
    • Identify the need for policies and procedures related to joint projects, bulk procurement of engineered parts, specialized training and other inter-station related services and develop such policies and procedures as required.
    • Initiate, co-ordinate and manage joint projects which are of interest and meet the needs of two or more participants in accordance with the Joint Projects and Services Governing Documents.
    • Initiate, co-ordinate and manage bulk procurement of engineered spare parts which are of interest and meet the needs of two or more participants in accordance with the Joint Projects and Services Governing Documents.
    • Develop detailed project execution plans necessary to achieve the technical specifications, commercial terms & conditions and delivery & shipping schedule in accordance with customer expectations.
    • Solicit input from members and develop long term strategic plans with CANDU equipment suppliers and other related organizations to deal with issues such as obsolescence, bulk/commodity purchases and pooled inventory management of critical spares.
    • Promote and facilitate the sharing of experience via staff exchanges, specialized on-site courses and small service contracts, amongst the member utilities.
    • Supervise staff assigned to assist in specific phases of the work as required.
    • Plan and establish unit human resource requirements.
    • Plan, develop and carry out training and staff development activities as required.
    • Represent COG at meetings, committees and inter-disciplinary task groups as required.
    • Perform other duties as required.


    Requirements

    Education & Experience
    • 4-year University degree in Engineering, Science or equivalent
    • 12 or more years of work experience, some portion of which involved project management or business administration or procurement engineering
    • Experience in NDE at the Engineer/Scientist level or at CGSB Level 3.
    • At least five years' experience in specific NDE method (UT or ET)
    • Broad knowledge of NDE Methods beyond specific area of expertise.
    • Experience related to CANDU licensing basis or CANDU processes, systems and components
    • Knowledge of the principles of the CANDU nuclear power plant design and operation
    • Familiarity with personal computer software and the ability to make effective use of computer information and databases
    • Familiarity with basic project management applications
    • Knowledge of COG Member organizations and operating environment
    • Knowledge of CANDU suppliers' organizations and capabilities
    • Knowledge of COG Members research and development needs and supporting work programs
    • Knowledge of procurement processes, preferably COG procurement practices
    • Knowledge of COG governance as it relates project management and procurement

    Competencies
    • Requires a knowledge of the principles of mechanics, hydraulics, material science, electrics, power systems, and principles of reliability and maintainability. Requires knowledge of project management methods, procedures, and organization structures to ensure projects are managed in an effective and efficient manner. Requires a facility in written and oral expression to prepare concise, clearly understandable correspondence, procedures, guides, reports and to discuss philosophy and requirements with others. This knowledge is considered to be normally acquired in or equivalent to a four-year university education in an appropriate field such as engineering.
    • Requires the ability to influence and gain co-operation from individuals with a wide variety of unique needs and within diverse cultures. Requires experience in practical engineering involving areas of equipment, system design, manufacturing, operation and/or maintenance as these apply to equipment and systems associated with nuclear generating stations. Requires the experience necessary to develop an understand of the inter-relationships of various internal and external groups involved in the design, manufacture, operation, maintenance and/or supply chain activities associated with nuclear generating stations.
    • In support of NDE Specialist Role, requires experience in practical engineering involving areas of non-destructive testing equipment, both eddy current and ultrasonic, system design, manufacturing, operation and/or maintenance as these apply to equipment and systems associated with nuclear generating stations.
    • A period of up to twelve years is considered necessary to gain this experience.


    Work Environment

    This role is based at the COG office in Toronto with the opportunity to work remotely 1-3 days per week. Occasional travel to Members' facilities, both domestic and international, may be required.
