Description
The NG911 GIS Specialist is responsible for managing and analyzing Geographic Information Systems (GIS) data, specifically within the context of Next Generation 9-1-1 (NG911) architecture. The Specialist ensures accurate location data is available for emergency responders for more than 30 Emergency Communications Centers (ECCs) throughout Tarrant County and the City of Irving by maintaining, updating, and creating geospatial datasets to pinpoint caller locations during emergencies. While a member of the GIS Division, this position will also work very closely with the Technical Operations Division.

Description

ESSENTIAL JOB FUNCTIONS

- Creates, manages, and/or maintains GIS data specifically used within an NG911 system.
- Implements updates and upgrades to the NG911 GIS system.
- Works closely with emergency dispatchers, public safety officials, and other stakeholders to understand their needs and address GIS-related concerns.
- Integrates GIS data with other NG911 components, like Computer Aided Dispatch (CAD), to provide seamless location information.
- Identifies and troubleshoots GIS-related issues within the NG911 system and provides technical assistance to users.
- Provides training and support to users on utilizing the NG911 GIS system effectively.
- Ensures adherence to standards and regulations regarding emergency address data maintenance.
- Maintains knowledge of existing and emerging National Emergency Number Association (NENA) standards, best practices, and informational and reference documents relating to GIS or MSAG.
- Imports and integrates data from various sources like property records, aerial imagery, and field surveys.
- Performs data quality checks and addresses discrepancies to ensure data integrity.
- Configures and maintains the NG911 GIS platform, including data layers, attribute tables, and spatial relationships.
- Identifies and troubleshoots technical issues related to GIS data and system functionality.
- Routinely reviews address and road centerline data to refine, standardize, and utilize processes used by 9-1-1 call handling, computer-aided dispatch, and similar applications for locating, geo-coding, and routing functionality.
- Assists with special projects and performs other related job duties as assigned.
Knowledge and Skills:
- Possesses a strong proficiency in ArcGIS software with experience in data manipulation, spatial analysis, and cartography.
- Demonstrates understanding of geographic principles, coordinate systems, and spatial data standards.
- Able to interpret complex data sets and translate them into actionable insights for emergency response.
- Exhibits advanced knowledge and use of Esri GIS software, especially the ArcGIS suite, aerial/orthophotography, basic PC operations, Microsoft Office software, client/server computer environments, computer networks, and database design.
- Exhibits advanced knowledge of (or exposure to) GIS applications, roles, and goals in a 9-1-1 environment and the ability to communicate GIS-specific information and criteria in a cross-discipline team environment to achieve cohesive 9-1-1 solutions. Organizes and works effectively within various team environments to integrate GIS-related issues into a broad spectrum of project goals.
- Able to effectively handle significant changes and new information impacting work methods and develop approaches to managing obstacles or changing conditions.
- Demonstrates the ability to establish and maintain effective working relations with department staff, other District employees, and representatives from different cities, counties, public or private agencies, and the public.

Typical Qualifications
Education and Experience:
- A bachelor's degree with significant coursework in GIS, geography, computer science, planning, engineering, management information systems, programming/scripting, or a related field.
- At least three years of operational experience in GIS, spatial data collection, data creation, editing, analysis of geospatial data, data maintenance, relational database management concepts, platting process, and analytical/problem-solving skills.
- At least one year of MSAG database experience is preferred.
- Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

- Must have the ability to observe details at close range and communicate information.
- Must be able to operate a computer or other office productivity equipment constantly.
- Must remain in a stationary position for extended periods (e.g., 3 hours or more) as needed.
- Ability to travel locally between meeting/remote/fieldwork locations, up to 10%.
- Ability to travel domestically and partake in company/industry-wide events such as training, seminars, and conferences, up to 15%.
- Possesses a current valid driver's license and the ability to operate a motor vehicle.
- Able to stretch, reach, bend, or lift objects or materials that may be up to 20 pounds in weight.
- Able to be subject to occasional moderate exposure to environmental conditions that impact physical comfort, such as poor ventilation and temperature extremes, while performing field work is possible.
- Performing job duties may require specialized clothing or the use of standard personal protective equipment. Local fieldwork has the potential for mildly hazardous conditions. Must be able to adapt to situational conditions and take necessary safety precautions.
