Department Overview
Accountable for operations of OHSU's Care Management Department including inpatient case management (adult, pediatrics, ED, mission control), RN BPCIA care managers, RNs in Care Transitions for the Underserved, post-acute provider relationships, and assigned clinic RN care managers. This position provides leadership and oversight for the clinical care management models, staff of approximately 50, and operations of care management programs for OHSU. This individual provides strategic planning, operational leadership, and direction to meet care management and organizational goals while establishing effective working relationship and collaboration with interprofessional teams across the continuum with a variety of persons and groups.
Function/Duties of Position
1 Leadership:
Participates in developing and meeting Patient Care Service goals.
Participates in the structuring of organized nursing services by developing and implementing models of care, determining skills needed, and creating job expectations.
Ensures staffing needs of the department are met. Develops managers to project needs, interview, hire and resolve staffing issues to assure that the workload is handled effectively.
Improves operations on an ongoing basis.
Assures communication to administration. Shares communication from administration with Division team, physician partners and other groups as appropriate.
Partners with physicians and other department directors to achievement of patient care goals.
Partners with mission control on capacity management strategies.
Partners with OHSU clinics, partners, and health plan to improve patient care outcomes across the continuum.
2. Quality and Safety
Assures organization meets regulatory requirements for patient care and nursing practice.
Achieves increasingly higher levels of patient outcomes.
Achieves organizational goals for quality and safety.
Assures and high quality nursing practice, Analyzes and evaluates nursing practice, research, and trends; applies knowledge to ensuring optimal patient outcomes and fiscal viability.
Coordinates nursing care practices and models by using selected nursing practice theory as a framework for coordinating patient care and by providing theory based practice learning in unusual or complex patient care situations.
Uses research findings and supports clinical research.
Maximizes patient movement through the system in collaboration with Care Management and other disciplines.
Participates or leads in performance improvement related to clinical practice, operations, and staff development.
Works with managers and staff to develop and support the Unit Based Nursing Practice Committees to optimize care, staff engagement, healthy work environment and communication within the unit, and throughout the organization.
Enhance though measured indicators and benchmarks such as: improved patient satisfaction, improved physician engagement and by developing a fully-engaged employee workforce.
3. Service
Achieves the institutionally approved goals of patient satisfaction (patient experience scores).
Promotes a service culture.
Engages in service recovery.
4. People
Directs the growth and development of managers including technical skills, critical thinking, human relation skills, to manage staff and units.
Maintains personal and professional growth, as well as that of assigned staff.
Works with managers and staff as a team to achieve excellence in all of the organizational pillars.
Sets educational objectives for Division in conjunction with departmental and hospital goals.
Achieves organizational goals for staff satisfaction.

- Monitors expenditures against departmental budget; prepares necessary documentation for supervisor review/approval; tabulates budgetary data, calculates figures, and checks for accuracy.
- Analyzes departmental budgetary data, verifies figures, and develops budget proposals; recommends allocation of budgetary funds.
- Has full responsibility for departmental planning, forecasting and final approval of budget.
Required Qualifications
- BSN Graduates: Baccalaureate Degree in Nursing from a program accredited by Commission of Collegiate Nursing Education (CCNE), Accreditation Commission for Education in Nursing (ACEN) or Commission for Nursing Education Accreditation (CNEA) 30 days before start date.
- ADN Graduates: Associate Degree in Nursing from an accredited program 30 days before the start date.
- Associate degree Nurses required to enroll in BSN program within 3 years of hire and complete within 5 years of hire
- Current, unencumbered Oregon State Registered Nurse License
- BLS at time of hire and must be issued by the American Heart Association (AHA)
- BLS must not expire during orientation
- Must be able to perform the essential functions of the position with or without accommodationMaster's degree completion track
- Demonstrated track record in nursing leadership and project management (planning, scheduling, project performance & control, project blending, handling conflict, negotiation, managing change).
- 5 years hospital case management experience in a relevant complex, high volume setting, and a track record of operational excellence.
- 2 years recent related management experience.
