This position is situated within the Information Technology Office (ITO) of EMNRD, which is the consolidated IT provider for the Department.

Why does the job exist?

This position manages IT projects that support EMNRD and the Oil Conservation Division (OCD) orphan and inactive oil and gas well management processes and activities. These include projects involving primarily IT procurements as well as those projects primarily utilizing internal resources (staff and systems). The projects managed by the position would positively affect outcomes of business processes related to orphan and inactive well management including but not limited to: well inspections (priority and scheduling); field well compliance tracking; operator compliance with required reporting; well mechanical integrity testing capture and evaluation; processing of well permits related to plugging; identification and mapping of inactive and orphan wells; managing administrative orders and hearings related to orphan and inactive wells, and other as directed by management.

How does it get done?

Key responsibilities of the position are:

IT Project Management

A. Collaborate with project stakeholders and lead or contribute to project initiation activities including regulatory
compliance requirements, defining scope and performance measures and business case development.
B. Lead project planning activities
C. Manage project execution including budget, cost/schedule/performance, risks, reporting, issues,
governance, resources, quality, scope, outcomes and results.
D. Lead project close-out activities.
E. Lead project procurement activities.

IT Requirements Development

A. Identify and gather the business requirements and processes critical business and
project outcomes.
B. Lead requirements development sessions with users.
C. Review and refine requirements submitted by project staff.

Quality Assurance

A. Test changes, enhancements and new systems to ensure they meet requirements by coordinating and
conducting testing.
B. Provide and/or develop training for users on enhancements or new applications.

Who are the customers?

Directly support the agency. Indirectly support the public, industry and other governmental agencies.

Ideal Candidate

The ideal candidate will have experience in the following:

* PMP or Project+ Certification
* Experience in Oil and Gas Industry data processing and business domain.
* Experience working in teams on softwaredevelopment projects.
* Experience with team collaboration software system like Teams, Confluence, Slack, etc.
* Experience with development, issue and project tracking software systems like Jira, TFS, Azure DevOps
Server, etc.
* Experience with procurement processes in the State of NM environment especially with respect to IT systems
procurement.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. CAPM/PMI- ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.

Employment Requirements

Must maintain and possess a current New Mexico Driver's License

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT); requires sitting in front of VDT for extended periods of time; work in cramped spaces and positions; close exposure to CRT's, VDT's and UV rays. Stress associated with working in a high-ticket volume environment, being able to deal with the constant traffic of user problems and system breakdowns. Requires the ability to reach above the head; lift up to 20 pounds. Requires the use of manual dexterity while operating a computer keyboard.
