Job Description
Off-Highway Vehicle (OHV) Program Manager

Location: Salt Lake City, Utah

Work Schedule: Monday-Friday, 8:00 AM - 5:00 PM

Do you have extensive experience with off-highway vehicles? Are you an effective community outreach expert? Do you know the laws and rules pertaining to off-highway vehicle use? Does managing the daily operations of the Off-Highway Vehicle program and helping guide motorized trail development for the State of Utah sound like a career that fits you?

The State of Utah, Department of Natural Resources, Division of Outdoor Recreation is looking for an Off-Highway Vehicle Program Manager to join our team. Responsibilities
As the OHV Program Manager, you will:
  • Represent the State of Utah as the expert on Off-Highway Vehicle policy and law.
  • Maintain a thorough understanding of the principles and best practices associated with OHV recreation management and the challenges of competing interests on limited resources.
  • Take a diplomatic approach to solving problems with many partners at a federal, state and local level.
  • Develop and maintain positive relationships with OHV community stakeholders.
  • Work with state legislators from all political parties.
  • Present and publicly speak to a variety of audiences on a local, state, and national level.
  • Work with diverse interests in reaching consensus and solving problems.
  • Negotiate contracts and agreements and maintain compliance.
  • Plan strategically as the recreational demands and popularity continue to grow.

Qualifications
Required Qualifications:
  • Bachelor's Degree in Natural Resources, Outdoor Recreation, Public Administration or related field -OR- at least 5 years professional experience in the OHV industry nonprofit or for profit, Outdoor Recreation Planning, Natural Resources, Trails, or other closely related field.
  • Knowledge of the principles, theories, and practices of public land, travel management, parks, recreation and natural resource management.
  • Knowledge of the principles, theories, and practices of public relations.
  • Mastery of effective conflict resolution and community consensus building.
  • Knowledge of government budget practices.
  • Knowledge of the principles, theories, and practices of facilities operations, maintenance, and management.

Preferred Qualifications:
  • Knowledge of US Forest Service and BLM permitting procedures.
  • Knowledge of snowcat operation and concepts of winter trail grooming.

Special Working Conditions or Physical Requirements:
  • The employee may sit comfortably to perform some of the work; however, there will be walking; standing; bending; carrying items; loading equipment; driving Off-Highway Vehicles, snowmobiles, and automobiles, etc.
  • Risks found in potentially dangerous or unusual environmental stress situations, e.g., working in adverse weather conditions.

Additional Information:

Travel throughout the state is common and out of state occasionally. This is a combination of day trips and 3-5 day extended trips.
