Onsite Program Manager (OPM) Job Description:
Bachelor or Masters Engineering Degree Mechanical Engineering or Chemical Engineering or I&CE
18-25 years' experience Domain experience from Chemical or Petrochemical industries or Refinery. Even onshore Oil and Gas industry experience will suffice with back ground of leading project or interface or engineering management during execution .
A dedicated program manager (based out in USA) for client engagement for Management of Change (MOC) type of projects (small expense and CAPEX projects) for various sites.
Responsible for account management and growth of account across various sites with technical, management and finance numbers savvy.
Should be a client managing person. Should be capable to bring the forecast projects in LTTS kitty and find every single business opportunities by working very closely with client and timely exhibiting LTTS capabilities in different business avenues - client pain points and operability and maintainability , precomm. & Commissioning supports , modularization engineering , lifecycle asset management objectives related and issues faced at plant sites , this includes data management , reliability , sustainability , digitalization ,digital twin, technical & design safety , risk assessment , maintenance, compliance , statutory and regulatory , cost estimation services, i3PDS, latest code implementation related projects , meeting environmental norms , zero carbon emission projects , zero discharge projects , renewable energy projects, alternate energies , document management , laser scanning and as building jobs , etc. over and above routine MOC ( revamp - replacement - TA-expansion - debottlenecking - optimization - modifications etc.) & PHA study outcome projects .
Connect with client managers and sales account relationship manager to achieve department growth plans e.g., Implement the new sites to scale up program, for various program level commercial & contractual discussions and help the onsite engineers at various sites to make them successful in their respective jobs.
Extend support and travel to client plants on needs from onsite engineers or client managers for activities like SOW finalization, new project discussion, plant walkthrough (along with the onsite engineer), rolling out the program to new sites of client, recruitment and on-boarding of onsite engineers, management review meetings, support for estimation for various jobs, relationship with various project managers of client across USA, etc.
Onsite Program Manager will a first point of escalation for customer/ client's managers locally here in the USA.
Onsite Program Manager will work very closely with onsite engineers at various sites and with offshore engineers and managers.
Get involved in project review and progress meetings. Oversee the execution of the projects in terms of quality and overall customer satisfaction.

Program Manager will closely work with LYB Project Manager, Site managers & Category Manager along with LTTS Account Relationship Manager for the engagement scale up, addition of new sites, participate in A90 program, maximize HVEC usage thereby reducing cost of engineering / design for site capital and expense projects. He will work closely with the onsite coordinator and site capital team on the critical project discussion on finalizing the scope of work, timeline, and schedule esp. scope discussions for large projects and ensure engineering estimates are well optimized for quick acceptance by LYB (>$100K engineering design value)
Program Manager has proven success of TA experience. Sites must utilize learning from his experience ( LL) . Program Manager will closely work with Site capital Manager and TA Team for planning of engineering / design, procurement, construction & overall execution approach etc.
Program Manager will get involved in the critical project discussions and will help the onsite coordinators to make them successful in their respective jobs. e.g. SOW, proposal and MH estimation discussion, management review meetings etc. He will oversee the execution of the projects in terms of quality and overall customer satisfaction.
Program manager will be the first point of escalation ( if any) from site PM's , moreover it will be ensured by the program manager that no circumstances of escalations will even be encountered.
By any chance if an Onsite Coordinator goes out of action due to sickness, visa renewal requirements , Program manager will cover his role for short durations .
As we will be increasing sites within LYB Program , program manager will coordinate and interface between LTTS onsite coordinators and LYB team as and when required.
Program Manager shall have Liaoning capabilities as situations may call for entering in to partnerships - tie-ups with OEM (Original Equipment Manufacturers) , Engg. Houses, other partners.
Program manager will induct / orient / develop / train new onsite coordinators and will bring him up to the level of LYB expectations as per the engagement.
Program Manager will look in to matters related with administrative requirements, logistics arrangements, fulfilling new joinee requirements etc. so that without delays the onsite coordinators will focus on their jobs efficiently.
He will oversee the execution of the projects in terms of quality and overall customer satisfaction.
Program manager will be the first point of contact and available in the local time zone (CST) for any support required and any escalation (if any) from site project managers on addressing the concerns w.r.t to deliverables, timeline, and quality.
He will help implement our program to new sites of LYB from the LTTS side and help the onsite engineers at various sites to make them successful in their respective jobs.
Actively discuss the forecast, backlog with LTTS India program manager and site capital leadership and develop a plan for presentation during monthly program update...such that LTTS is always ahead of the curve with cost/schedule etc. . For turnaround projects, ensure that all engineering milestones are met (IFC acceptance T-12 )
