Overview

The Operational Risk Program Manager is responsible for executing and enhancing the credit union's operational risk management framework. This role supports the identification, assessment, monitoring, and management of operational risks across the organization. The Program Manager collaborates with business units to help ensure compliance with risk policies, facilitates risk assessments, and develops reporting mechanisms to enhance risk transparency and decision-making.

Responsibilities

  • Assist in the development and implementation of the credit union's operational risk management program.
  • Conduct risk control self-assessments (RCSAs) with business units to identify potential risks and control gaps.
  • Help develop and monitor key risk indicators (KRIs) to proactively track operational risk trends.
  • Investigate operational risk incidents/events, root causes, and recommend mitigation actions.
  • Help ensure adherence to operational risk policies, frameworks, and best practices.
  • Support regulatory compliance efforts by monitoring operational risk requirements under NCUA, FFIEC, and other relevant guidelines.
  • Assist in maintaining and updating operational risk policies, procedures, and governance documents.
  • Coordinate with internal and external auditors, responding to risk-related inquiries.
  • Maintain incident response protocols, ensuring swift action on operational disruptions.
  • Prepare operational risk reports and dashboards for leadership and risk committees.
  • Analyze risk trends and provide actionable recommendations to improve operational resilience.
  • Help develop and deliver risk awareness training programs for employees to enhance the risk culture.
  • Strong attention to detail, analytical and problem-solving skills, with the ability to assess risk exposures and recommend solutions.
  • Proficiency in risk management tools, data analysis, and governance, risk, and compliance (GRC) platforms.
  • Excellent communication and presentation skills for reporting risk insights to leadership.
  • Ability to work cross-functionally and influence risk management practices across business units.
  • Understand and comply with all applicable federal and state laws and banking regulations (including those related to OFAC and Bank Secrecy Act / Anti-Money Laundering compliance) and Patelco Credit Union's policies and procedures.

Qualifications

  • Bachelor's degree in Risk Management, Business Administration, Finance, or a related field.
  • 5+ years of experience in operational risk management, preferably in a credit union, bank, or financial institution.
  • Experience with risk assessments, control testing, and business continuity planning.
  • Familiarity with regulatory requirements and risk management frameworks.
  • Preferred Certifications:
  • Certified Regulatory Compliance Manager (CRCM)
  • Financial Risk Manager (FRM)
  • Certified Internal Auditor (CIA)
  • This role is based in Dublin HQ

Target Base Pay

$100,966 - $126,211/ per year
