We are seeking a highly skilled Operations Analyst III to support the Naval Operational Architecture (NOA) development. This critical role, based in the National Capital Region, will directly contribute to NOA's strategic success by serving as a key communicator and advisor to senior Navy and Joint leadership.
The ideal candidate will bring deep operational expertise, senior-level experience, and a thorough understanding of U.S. Navy programs and associated capabilities; the DoD Planning, Programming, Budgeting & Execution (PPBE) process; and the DoD acquisition process. You'll be responsible for delivering data-driven insights and recommending innovative solutions to address complex organizational challenges.

Work Environment: This position is based in the National Capital Region (NCR), with occasional travel to government facilities and field locations. Responsibilities:
1. Strategic Communication
- Act as the primary communicator of NOA's strategic initiatives to senior Navy and Joint leadership.
- Develop and deliver high-level briefings, white papers, reports, and presentations tailored to diverse audiences, including military and government stakeholders.
- Translate complex technical and operational information into clear, actionable insights and recommendations.
2. Analysis & Problem Solving
- Collect, review, and analyze qualitative and quantitative data to identify challenges and root causes.
- Examine data related to performance metrics, costs, scheduling, and personnel to provide evidence-based recommendations.
- Conduct interviews, observe operations, and evaluate organizational processes to identify inefficiencies and opportunities for improvement.
3. Solution Development & Implementation
- Design and propose innovative solutions for challenges in resource allocation, operational efficiency, and cost management.
- Develop strategic operational plans that streamline processes and improve mission effectiveness.
- Partner with stakeholders to implement and monitor the success of solutions.
4. Operational Expertise
- Apply extensive knowledge of U.S. Navy programs and operations to deliver relevant and impactful guidance.
- Tailor solutions to fit the Navy's internal structure, organizational culture, and interagency relationships.
5. Support for NOA Initiatives
- Assist in the planning, coordination, and execution of NOA initiatives aimed at improving joint and coalition interoperability.
- Analyze data and processes to support the integration and optimization of Project Overmatch systems and technologies.
6. DoD Acquisition Expertise
- Support DoD PPBE processes through strategic planning, future capability analysis, budgetary requirements, and risk assessments.
- Provide expertise to the Naval Requirements Board (NRB) and the Joint Capabilities Integration and Development System (JCIDS) by analyzing capability gaps and supporting requirement development and validation.
7. Collaboration & Stakeholder Engagement
- Build and maintain strong relationships with Navy and Joint leadership.
- Serve as a trusted advisor, delivering timely, accurate, and mission-focused recommendations.
Required Skills and Experience:
- 10+ years of experience in engineering/science management, operations research, or cost/financial analysis.
- Demonstrated experience in U.S. Navy programs and operations.
- Deep understanding of the DoD PPBE and acquisition processes.
- Proven ability to communicate complex technical findings to senior decision-makers.
Education Requirements:
- Bachelor's degree in Business Administration, Operations Research, Engineering, or a related discipline.
Citizenship and Clearance requirement:
- Must possess active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance.
