The Operations Manager oversees the administrative and operational functions of the Dual Diagnosis Residential Program (DDRP) located at the Harris County Residential Treatment Center (HCRTC). This role works collaboratively with and serve as a liaison to the Harris County Community Supervision Corrections Department (HCCSCD) and the Gateway Foundation (GF). Duties and responsibilities include facility management, patient logistics, transportation, and resource coordination. Administrative duties include compiling, preparing and maintaining appropriate reports related to environmental, physical plant, facilities, and security. This position requires travel, flexible hours and on-call availability. The Operations Manager supervision includes the Behavioral Health Technician and the Operations Support Teams.

Your Role in Action:

The Operations Manager is responsible for the following tasks, duties, and responsibilities:
  • Facility Management:
    • Oversee the physical plant and facility maintenance to ensure a safe and compliant environment for clients and staff.
    • Monitor building maintenance, cleanliness, and safety standards, ensuring adherence to all regulatory and safety guidelines.
    • Coordinates maintenance issues/repairs for the DDRP campus via HCFPM
    • Coordinates with HCCSCD and GF for campus wide response to environmental safety & security issues
  • Logistics Coordination:
    • Coordinate transportation, meal services, and patient movement to ensure efficient daily operations.
    • Collaborate with external vendors to manage supplies, equipment, and other operational resources.
    • Maintains awareness of cameras, metal detectors, card swipes, magnetic lock functionalities and makes corrective actions immediately within 24 hours.
  • Collaboration with External Partners:
    • Work closely with HCCSCD and Gateway Foundation to ensure seamless communication and program implementation.
    • Serve as the on-site liaison between DDRP and external agencies to address operational needs.
    • Serves as the contact person for Fire Marshall for onsite fire drills and maintenance of fire alarms
  • Staff Management and Development:
  • Supervise Behavioral Health Technicians and Operations Support Personnel Teams, including managing work schedules and conducting performance evaluations. .
  • Lead regular staff meetings to address operational issues, updates, and performance goals.
  • Works in collaboration with the BHT Supervisor regarding on boarding to ensure proper training and on-going training needs.
  • Reporting and Compliance:
  • Prepare and maintain reports related to facility management, security, and operational metrics.
  • Ensure compliance with health and safety regulations, including local, state, and federal requirements.
  • Manages the Fixed Assets for equipment and maintain key inventory list of (computers, laptops, televisions, printers, etc.
  • Participates in weekly and monthly administrative meetings regarding any client issues

  • 6.Budget and Cost Management:
  • Monitor budgets and track expenses to identify cost-saving opportunities.
  • Assist in the development and management of departmental budgets, ensuring resources are allocated efficiently.
  • Crisis and Emergency Response:
  • Act as the point of contact for emergencies, ensuring appropriate responses and coordination of resources. (staff and food water, gas, lanterns, etc..)
  • Develop and implement crisis management plans and ensure staff training on emergency procedures.
  • Provides responsive information to external emergency personnel (e.g. law enforcement, fire department & other first responders as needs dictate.
  • Operational Oversight:
  • Manage daily schedules for staff, ensuring all operational aspects of the program are covered.
  • Ensure that the program operates within established policies and procedures and provide recommendations for improvements.
  • Serves as a backup to the Operations Support and Behavioral Health Teams
  • May serve as a backup to the Residential Practice Manager
  • Other related duties as assigned

  • What qualifications you will need:

    Education :
    • Bachelor's degree in business administration, supply chain management, healthcare management, social work, or a related field is required. Equivalent work experience in healthcare operations may be considered.

    Experience:
    • Minimum of 5 years of experience in operations management, to include 2 years in a healthcare or residential program setting and 3 yrs of direct supervision of staff.
    • Prior experience in a dual diagnosis or forensic mental health setting is preferred.
    • Proven supervisory experience with a focus on team development and operational oversight required.


    Other Key Qualifications:
    • Must possess a valid TX Driver's License
    • Must be eligible to become a Center Certified Driver.
    • Preferred: Certifications in project management, healthcare operations, or facilities management.

    Knowledge, Skills & Abilities:
    • Strong leadership and team management skills, with the ability to supervise, mentor, and develop staff.
    • Proficiency in managing facility operations, including maintenance, safety protocols, and logistics coordination.
    • Must exhibit initiative and be a highly motivated self-starter able to work autonomously with limited supervision while applying strong judgement and decision-making skills.
    • Proficient in oral/ written communication and interpersonal skills, with the ability to collaborate effectively and professionally across teams and with external partners.
    • Thorough understanding of healthcare compliance regulations, particularly in mental health and residential care settings (Texas Administrative Code, Tx Dept of Criminal Justice Standards, PREA)
    • Ability to manage high-pressure situations, make sound decisions in crises, and implement crisis management protocols.
    • Proficiency in project management software, Microsoft Office Suite, and electronic health record (EHR) systems.
    • Strong organizational and multitasking abilities, with a focus on maintaining efficiency in operations.
