Overview

PURPOSE STATEMENT:

Plans, directs, controls and/or coordinates personally and/or through first-line supervision, company-wide liquefied propane gas supply and distribution, and fleet maintenance, activities. Responsible for meeting all company-defined compliance requirements impacting this activity.

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
  • Recommends hiring of, trains, and supervises assigned staff. In conjunction with HR and/or Senior Leadership and in accordance to the CBA as applicable, counsels, disciplines, and terminates assigned staff as appropriate.
  • Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
  • Manages payroll and/or non-payroll budgets, monitors expenditures and ensures compliance with budget.
  • Consistently supports a culture of safety to ensure protection of our people, the community and the environment. Complies with all safety rules and procedures and reports all unsafe acts and conditions. Maintains all EH&S training on a current basis.
  • Keeps abreast of all federal, state and local regulations, laws and the organization's policies and procedures. Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.
  • Oversees and is accountable for the performance of activities relating to:
    • Propane acquisition and storage including transport liftings from the refineries and foreign shipments.
    • Trucking operations for the delivery of propane to customers.
    • Marine operations for LPG transfers to neighbor islands.
    • Propane supply to holder stations.
    • Maintenance of yard and terminal facilities and equipment.
    • Garage operations, to include the service and/or repair of all cars and trucks covered under this responsibility.
    • Establishing/determining vehicle specification and procurement.
  • Defines and recommends department objectives and staffing level and develops short and long-range programs to include such programs and procedures as to ensure adequate supply of LPG, and to comply with all federal/state/local codes and regulations and company policies, procedures, and standards.
  • Actively participates in: Negotiating, reviewing and evaluating contracts; analyzing and resolving safety issues; maintaining effective relationship and integrating activities with other departments; reviewing operating procedures and policies for consistency with Company standards.
  • Responsible for the following:
    • The proper training and certification of Tankerman and Person in Charge; the effective maintenance of barges in accordance with USCG and ABS requirements.
    • Preparation and submittal of capital and operating budgets and other reports to include the reporting of activity-related foreign and local events, trends and conditions that may be significant to the Company.
    • The security and maintenance of Company assets and property.
    • Effective personnel management; in conjunction with the Human Resources department carries out the hiring, promotion, discipline and other personnel actions of or pertaining to the employees; performs as Step 2 of the grievance procedure in the Collective Bargaining Agreement.
    • The development, coordination and implementation of Emergency Response processes and procedures; may perform as first responder and Site Commander.
  • Complies with all federal/state/local codes and regulations and Company policies, procedures, and standards. Ensures company-wide compliance with DOT requirements pertaining to commercial vehicles and Coast Guard requirements pertaining to barge/terminal operations.
  • Practices and communicates the Company's Desired Leadership Style; sets expectations for subordinates that promulgate its principles.
  • Represents the Company and participates in appropriate local professional, business and community activities/associations.
  • Keep current with laws, governmental regulations, trends, processes and developments in this industry.
  • Maintains assigned work area and equipment in a clean, orderly and safe condition; performs housekeeping duties as required.
  • Consistently supports compliance with the organization's code of conduct by maintaining confidentiality of information, protecting organizational assets, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, licensure requirements (if applicable) and organizational policies and procedures.
  • Complies with all applicable MIC and Hawaii Gas policies and procedures.

OTHER FUNCTIONS/RESPONSIBILITIES:
  • Performs all other related duties as instructed by supervisor/manager.


  • Qualifications

    Required Education and/or Work Experience:
    • Bachelor's degree in Engineering or Chemistry.
    • 10+ years successful in-field experience
    • Demonstrated excellent supervisory and business skills including strong working knowledge of operational assets and general business philosophies and practices.
    • Proven experience in successfully securing supply through local and foreign sources.
    • Attitude and character of the individual must be compatible with and conducive of the Company's Desired Leadership Style.
    • Demonstrated technical competence and innovative skills to evaluate and resolve operational problems.
    • Proven excellent negotiation and interpersonal skills including good communication skills (oral and written).
    • Working experience in a Union environment.
    • Good working knowledge of NFPA 58 and 59, DOT Federal Motor Carriers Safety Administration (FMCSA) and USCG 33 CFR.

    Required Licensure, Certification, Registration or Designation:
    • Driver's license; CDL license will be required within six months of hire/promotion transfer into this position.
