The City of Suffolk is seeking a dedicated and experienced Public Works Operations Manager to oversee our public works department operations. The ideal candidate will manage infrastructure projects, ensure compliance with safety regulations, and coordinate with various stakeholders to maintain public facilities and services.
Under limited supervision, performs professional, supervisory, and administrative work in the supervision, oversight, and management of divisions within the Public Works Department. Work involves supervising staff; training, coordinating, and directing the operations of the Roadway Divisions; maintaining responsibility for planning, budget, policy and procedures, and reporting; planning, organizing, and implementing projects within Department and Council priorities; reporting progress of major activities to executive level administrators through reports and conferences; and handling the responsibility for field level response to emergency situations. Employee must also exercise tact and courtesy in contact with public officials, developers, contractors, and the general public. Reports to the Assistant Director of Public Works.

Essential Job Functions
Supervises department employees, which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.
Supervises field operations and administrative staff; plans, coordinates, and assists in directing Maintenance Contractors and City Forces in The Operations Maintenance Zones.
Develops emergency plans; trains personnel; develops and implements policy and procedures, performance measures, and standards; ensures compliance of policy and procedures by staff.
Ensures division operational compliance with Federal and State regulations.
Prepares annual budget requirements for the Division; implements new programs to effectively manage resources.
Oversees, reviews and approves expenditures; prepares financial forms and reports.
Coordinates divisions interface with Engineering Division design and construction projects.
Develops and maintains SOP's for divisions.
Recommends and monitors CIP projects to enhance and maintain system operations.
Receives and investigates public complaints.
Develops reports, correspondence, data, etc., for divisions, departments, and the public.
Coordinates Public Works SGR Paving, Maintenance Paving and Ditch Maintenance Projects.
Reviews plans and specifications for CIP projects.
Coordinates and implements new and existing department programs.
Establishes and implements long-range plans and programs; establishes specifications for the acquisition of major pieces of equipment.
Receives and/or reviews various records and reports including budget status report, invoices, leave records, vehicle reports, safety reports, and State and Federal compliance reports.
Prepares and/or processes various records and reports including departmental budgets, regulatory compliance reports, and accident review and reporting.
Refers to construction plans and specifications, operating manuals, repair manuals, computer program manual, etc.
Operates a vehicle and a variety of office equipment such as a computer, fax machine, copier, etc.
Uses pipe safety equipment, general office supplies, and computer software such as Microsoft Word, Microsoft Excel, Access, Water/Sewer Cadd, ArcView, etc.
Interacts and communicates with various groups and individuals such as the immediate supervisor, division staff, department staff, City staff, regulatory agencies, contractors, consultants, and the general public.
Attends and conducts staff meetings; gathers and maintains information to support periodic and special reports.
Assists Department personnel with operational responsibilities.
Assist with preparation and application of grants and funding programs to include the input of information into the appropriate input portals.
Oversees the installation and Maintenance of Traffic Control Work zones on the city's roadways.
Performs other related duties as required.

Contract Moving and litter removal
Preconstruction Meetings for all Projects
Schedule and oversee yearly Paving Program
PCI and CCI Contractor for Asphalt
City CIP Crews building New Sidewalks and Curb and Gutter
Coordinate SGR Paving and other VDOT Projects
Review Construction Plans and offers suggestions for compliance
Review and approve annual service contractors plan of operations
Review and respond to RFI and other inquiries for projects.
Review and approve right of way permits
Visit project site for compliance with plans, contract, or city requirements.
Review budget for projects, capital or in-house
Plan activities for future city projects
Estimate future projects whether in house or capital
Meet with contractor's other city department on progress of projects
Environmental review of project compliance.
Short- and Long-range planning activities for Asphalt, Concrete pavement, bridges, and
Stormwater maintenance improvement projects.
Develop specifications for IFB.
Required Qualifications
Requires a Bachelor's degree in Engineering or related field with 5 years of progressively responsible experience in system operations, including supervisory experience; or any equivalent combination of education, training and experience which provides the required skills, knowledge and abilities. Requires a valid driver's license.

Retirement (Virginia Retirement System employer) for employees hired on or after 1/1/14 - Hybrid Members
Hybrid plan members contribute 4 percent of creditable compensation to the defined benefit plan and 1 percent to the defined contribution plan each month. Members may voluntarily contribute up to an additional 4 percent in 0.5 percent increments to the defined contribution plan each month. Members can increase or decrease their voluntary contributions on a quarterly basis. With the mandatory and voluntary contributions to the defined contribution component of the plan, members can contribute a maximum of 5 percent with a 3.5 percent match from the employer. Sick Leave
