Regional context

The WBG serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large rapidly growing sophisticated middle-income clients to IDA countries, to small Caribbean states, and to one fragile state. Despite immense resources and dynamic societies, deep inequalities persist in most LCR countries, with nearly a quarter of the region's people living in poverty. The region is extremely exposed and vulnerable to many natural disasters, such as earthquakes, floods that can ravage entire regions, and hurricanes. It is also among the most vulnerable due to high population density in the areas where these disasters strike and the need for better risk management practices.

Unit Context

The Operations Service Unit of LCR (LCROS) plays an important role in advising the Regional Vice President and Director of Strategy and Operations in supporting LCR's management and operational team to ensure the highest quality of its operational deliveries. LCROS offers high quality inputs across key stages of strategy formulation and program/project preparation and implementation; embeds the WBG's goals and priorities, and LCR's regional priorities into operations and outputs; and helps the Region deliver impactful strategies and projects to its client countries. LCROS work program ranges from Pipeline delivery management, quality assurance, portfolio management and monitoring, results measurement and management, regional risk management, support on regional and corporate priorities, and operational learning and knowledge sharing targeted to regional staff. It also includes the team of the Regional Environmental and Social Standards Advisor (RSA).

Duties and Accountabilities

LCROS is looking for a high-performing, proactive team member with deep operational knowledge. S/he would report to the LCROS Manager and work closely other colleagues in LCROS. His/her main duties/accountabilities would include:
Provide strategic, operational support, policy guidance, and advice to the RVP, DSO, CMU management, Verticals, GP management, and Task Teams in preparing, approving, and implementing operational products, addressing complex operational issues.
Review and advise lending packages at all stages of project preparation to ensure that due diligence and quality standards are met, supporting RVP decision-making through the DSO.
Offer on-demand operational support to CMU and GP ops teams on all operational matters.
Serve as a core team member of the LCR Portfolio Team, ensuring updated information, coordinating with CMUs, Verticals, and GPs, and preparing background and post-meeting materials for DRM and MOU discussions.
Contribute as a core team member of LCR's Implementation Campaign (IC), assisting in the preparation and execution of agreed strategies and actions. Lead the delivery of the Implementation Campaign learning program, including training on various operational matters.
Support the implementation of the Operational Efficiency and Effectiveness Agenda and related activities, leading the rollout of assigned initiatives.
Mentor junior staff on operational matters.

Selection Criteria

1.Minimum Education Requirement: Master's degree in a relevant discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development).

2.Years of Experience: At least 5 years of relevant experience.

3.Interpersonal and Communication Skills: Excellent interpersonal, written, and oral communication skills, including the ability to listen carefully, provide sound advice constructively, stand firm on difficult issues, and convey ideas clearly and tactfully to staff, managers, and external partners.

4.Operational Experience and Project Implementation Support: Proven operational experience and competency in project implementation support within at least one Global Practice.

5.Analytical and Problem-Solving Skills: Proven strong analytical and problem-solving skills, including the ability to diagnose problems, propose solutions, and find solutions to complex operational/policy issues with a 'can do' approach.

6.Trust Funds and Partnerships: Experience with trust funds policy, donor coordination, and the development and strengthening of partnerships with country strategy and program partners, as well as familiarity with IDA governance, monitoring and evaluation, and program policies and management is a plus.

7.Language skills: Fluency in Spanish or Portuguese required.

Knowledge and Competencies

Bank Group Instruments, Policies, Procedures, and Systems: Sound knowledge of Bank Instruments, Policies, and Procedures.

Corporate Priorities and Commitments: Fluency in all World Bank priorities and commitments, including how to incorporate them into key deliverables.

Portfolio Management: Very strong understanding of portfolio management aspects, trends, and portfolio indicators. Proficiency in World Bank databases and systems for lending pipeline, portfolio, Trust Funds, ASA, and Operations Portal. Ability to analyze data quickly and accurately, present data succinctly and flag issues needing management attention.

Project/Program Management: Demonstrated knowledge and understanding of project/program management concepts, instruments, and processes related to project preparation and implementation.

Analytical, Operational, and Technical Skills: Ability to translate theoretical concepts into practical approaches for Bank operational work, with proven problem-solving skills and a strong track record of applying them in operational tasks.

Client Orientation: Demonstrated personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.

Drive for Results: Strong personal ownership and accountability for meeting deadlines and achieving agreed results, with excellent organization and drive.

Teamwork (Collaboration) and Inclusion: Collaborative team player, contributing productively to team efforts, demonstrating respect for diverse viewpoints.
