The HQ Air Force Research Laboratory seeks to fill the position of Operations Research Analyst, Technology Transfer and Transition Division (AFRL/SPT) here at Wright-Patterson Air Force Base.
Position duties include, but are not limited to:
- Performs professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques for DAF Tech Transfer, Strategic Partnering, and the Defense Tech Transfer Information System.
- Collaborates with stakeholders and provides mission support operations research expertise for the DAF Tech Transfer & Transition Program Office (DAF T3 PO - AFRL/SPT).
- Analyzes/executes operational methods and techniques in the areas of Technology Transfer (T2), intellectual property (IP), and partnering.
- Explores, recommends, and supports new/existing T2 and partnering program initiatives, in addition to providing consultation and help developing policies in support of T2.
- Advise, develop, negotiate, modify, and manage intellectual property and T2 instruments, such as; Patent License Agreements, Software Licenses, Educational Partnerships, Commercial Test Agreements, Information Transfer Agreements, and Cooperative Research and Development Agreements, with special attention to non-AFRL Space Force activities (such as Space Systems Command).
- Takes part in public/private sector T2 activities (outreach opportunities), as well as local government meetings, small business conferences, and local economic development organizations.
- Support and/or partner with various other industry events as a member of SPT beyond those mentioned above, such as Wright Dialogue with Industry (WDI).
- Facilitates data requests through the Defense Tech Transfer Information System (DTTIS), for senior AFRL leaders (such as AFRL/CC, AFRL/CA, and AFRL/CT.
- As the DTTIS tool is currently under development, this job will require working on both the future requirements of the tool (based on needs of ORTA) and facilitating access for new individuals and ORTAs as they are stood up.

Required Qualifications
- United States Citizenship
- Applicant must be able to meet the OPM Qualification Standards of the position being filled.
- Office of Personnel Management Qualification Standards can be found at: General Schedule Qualification Standards (opm.gov).
- Applicants must have at least one (1) year of specialized experience at the next lower grade DR/DO-01, or equivalent in other pay systems.
- Ability to obtain and maintain an appropriate security clearance.
- This position may be determined a drug testing designated position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
Desired Qualifications
- Experience working with and supporting Senior Level Personnel (General Officers and Civilian Equivalents).
- Strong problem solving and data analytics skill-sets.
- Ability to lead teams, working collaboratively with both internal and external partners.
- Excellent communications skills to include writing and verbal (i.e. briefings).
