Primary Purpose
The Lead Operations Specialist reports to the Production Superintendent and is accountable for implementing and managing programs to advance operations safety, compliance, reliability, efficiency, and profitability in alignment with it relates to the safe and effective operation of the Port Arthur LNG Facility. The Lead Operations Specialist is responsible for working with all facility operations personnel, Supervisors, Managers and Directors within the Operations & Maintenance departments to operate and optimize the Port Arthur LNG facility.
The Lead Operations Specialist position requires participation in Simultaneous operations (SIMOP) reviews and work activities task-based risk assessments. The Lead Operations Specialist work alongside the Permit to work Coordinators and Operations group in ensuring proper transfer of ownership of equipment between Operations and Maintenance and determining and prioritizing maintenance requirements and write associated work orders. Always promotes safety and environmental compliance by ensuring that all safety and environmental policies and procedures are developed and enforced. Communicates and interacts with all the plant departments, plus consult with external resources to resolve plant problems, and improve plant reliability and safety. Participates in the development, review and updates to the site Operating Manuals and procedures.

Duties and Responsibilities
- Perform field observations, JSA reviews, toolbox meetings, field self-verifications, and competency field assessments. Interface with maintenance if require, to participate in permit and scheduling meetings. Develops, update, and maintain Operating plans, procedures, manuals, and programs
- Performs all work in compliance with all company Environmental and Safety policies, understanding operating and permit limits to ensure regulatory compliance while maintaining maximum reliability and efficiency. Reports safety and environmental concerns, problems, and incidents to appropriate shift team members. Develop, review and revise, train and manage operating procedures and properly maintain executed operating procedures to ensure compliance. Mentor Operations' employees to contribute to the review and overall management of procedures. Assist with the development and administration of Operation's qualification and re-qualification programs; manage and proctor training assessments for site/field/DCS personnel and maintain proper Operation's qualification training records.
- Participates in Port Arthur LNG continuous improvement initiatives such as training efforts and standard implementation/review. Ensure timely rollout of training on new standards/programs and focus on the right level of learning and understanding of content as identified. Serve as a champion of change within their District/Area of Operations. Support the Operations Excellence Management System and Operational Discipline practices. Participate in Control of Work or Process Safety Management related activities such as management of change, process hazard analysis, and compliance audits.
- Reviews shift logs for effectiveness in accurate and timely communication of important operational issues, coach Operations personnel on effective communications and standardization of shift logs. Participates in the development and maintenance of operator rounds, as needed. Support the Operations leadership team by maintaining awareness of day-to-day activities, attending Operations meetings. Assist the Operations leadership team by serving as an operations subject matter expert maximizing efficiency of the operation, providing, and coaching on advanced troubleshooting, participating in job planning activities, and assisting in the coordination of process operations with maintenance, project, and shutdown activities.
- As required, supports the shift supervisor position during his absence; shares on-call duties/responsibilities. Occasionally may be required to perform portions of work activities of a DCS operator or Field Operator duties as needed. Provides input in the pre-commissioning, commissioning, startup, and initial operation of the Port Arthur LNG Facility. This will include being a vital member of the integrated commissioning / start-up team(s) with the EPC contractor. Keeps skills and knowledge current and completes required refresher training to maintain and elevate the level of process understanding.
- As required, in emergency situations to report to work during unscheduled time; participates in the Emergency Response Actions on his/her shift in an emergency event. Maybe required to assume the duties of the Control Room Supervisor on his/her shift in an emergency event; and for incidents that does not require activation or notification of outside agencies/authorities. Rotates in the day-to-day operation activities; fill other shift vacancies as needed; may fill in for the shift supervisor when vacant. Able to work with a culturally diverse group of technical individuals whose skills cover the range required to operate and maintain the operations of the Port Arthur Liquefaction facility.

Qualifications
Education
- Associate's Degree Associate degree in Process Technology or other related field or an equivalent combination of education, training, and/or experience Preferred
- 5 Petrochemical, Refining, or Oil & Gas / LNG Operations Experience. Required
- 5 DCS experience in a position of responsibility and expertise in an operating LNG Liquefaction facility. Required
- 8 related work experience in Petrochemical, Refining, or Oil & Gas / LNG Operations. Preferred
- Strong ability to implement best practices for operations. Strong leadership abilities to build positive team environment, manage and influence team performance including mentoring. Advanced
- Knowledge of operating site safety, environmental, and emergency response programs. Analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions. Intermediate
- Ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal stakeholders.Ability to understand the complexities and risk associated with an operating LNG facility and make necessary strategic decisions to operate the facility safely and reliably. Advanced
- Knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports. Understanding of maintenance work process and permitting systems Intermediate
- Demonstrates managing and mitigating skills, related to operational risks. Strong working knowledge and understanding of how to read and interpret P&IDs Advanced
- Ability to manage multiple and complex issues and work independently. Understanding of competency development programs and supporting tools and practices. Intermediate
