Job Summary

Under general supervision of the Deputy Conservation Director, the Park Manager supervises and manages the day-to-day operations of the parks, recreational facilities, and recreational areas to include staff, projects, revenue, and expenses.

This position will be located at West Lake Park in Davenport, IA. Starting salary for this position will be between $78,561.60 and $86,715.20 depending on experience. Certified Officers are eligible for a $5,000 hiring bonus that is paid out as follows: $2500 after 90 days, $1500 after one year and $1000 after two years.
Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Supervises and manages park staff; participates in the hiring process and provides orientation and training to all staff; monitors work performance and conducts performance evaluations; implements disciplinary actions and authorizes leave time or overtime.

Supervises and directs personnel in all aspects of park maintenance, construction, and repair of grounds, buildings, plumbing, electrical, heating, minor road repairs, and snow removal; initiates, prepares, implements, and enforces administrative procedures, methods, and policies.

Monitors the daily opening and closing of parks; maintains regular park patrol schedule year-round to enforce Code of Iowa and Conservation Board rules which includes arrest authority, writing tickets, issuing warnings, and maintaining a safe environment for the public.

Evaluates special projects and determines the need for outside contractors; designs plans and secures bids; verifies work is completed according to specifications and within budget guidelines; provides related information to Conservation Board or Deputy Conservation Director as necessary.

Provides security to the park; conducts accident investigations and issues citations as appropriate; trains patrol officers; provides public information; collects fees and oversees registrations of campers; verifies fishing, snowmobile, and general park regulations are enforced; works in cooperation with State Conservation Officers.

Provides oversight and input to the development and administration of the annual operating budget; designs performance indicators, secures quotes, and develops individual project budgets; researches and recommends potential grant or funding opportunities; monitors all projects and daily operations for fiscal responsibility throughout the year; reports need for major purchases to Deputy Conservation Director.

Manages public relations activities; provides information to the public; oversees marketing efforts made by the staff; coordinates the efforts of citizen support groups.

Maintains current inventory and monitors all expenditures; manages the allocated budget in a fiscally responsible manner.

Coordinates the replacement, preventative maintenance, and repair of all inventory, park equipment, facilities, and vehicles; coordinates efforts with other department locations; reports the need for major purchases to Deputy Conservation Director.

Monitors and coordinates the training of staff on the proper the application of pesticide including herbicides, insecticides, and fungicides; monitors areas for invasive species and implements appropriate eradication and control methods.

Maintains appropriate OSHA records and conducts or schedules OSHA and safety training for full-time and seasonal staff as necessary or required; verifies timely accident reports are submitted.

Manages compliance with public water supply laws by conducting sampling and reporting to the State; assists the County and City Assessors with qualification inspections and compliance checks on private property in accordance with Code of Iowa's Forestry Reserve Program.

Manages all natural areas to include proper maintenance and restoration of forested and native prairie areas, including the best practices for controlling disease, pests and invasive species.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.
Standards For Initial Consideration

Education, Training, and Experience Guidelines
Bachelor's degree in Conservation, Outdoor Recreation, or related field, preferred; AND four (4) years of progressively responsible experience in outdoor recreation, which includes some previous supervisory responsibilities; OR an equivalent combination of education, training, and experience.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.
Supervisory principles and practices.

Records maintenance, retention, and destruction policies and procedures.

Law enforcement practices and procedures.

Work safety policies, procedures, and practices.

OSHA standards and regulations.

Water and septic sewer systems.

Skill in:
Working effectively both independently and as part of a team.

Reading and interpreting construction blueprints and designs.

Establishing and maintaining cooperative working relationships.

Supplemental Information

License and Certification Requirements
Must possess a Class C Iowa Driver's license.
Must possess or obtain the following certification within one (1) year of hire:
Iowa Law Enforcement Academy Peace Officer Certification, (ILEA Firearm Instructor may also be required).
Must maintain a First Aid, CPR, and AED Certification.

Depending on assignment the following certifications may be required:
(WLP) Iowa Waste Water Operator Grade I.
(SCP) Certified Pool Operator.

Physical Demands and Working Environment
Incumbent required to live on premises in provided housing. Work is performed in a standard office environment and in the field; while in the field may be exposed to extreme weather conditions, potential physical harm, hazardous chemicals, and potentially dangerous tools, equipment, and machinery.
