Summary
Under general supervision of the Director of Parks & Recreation, this position oversees the development, planning, and renewal of the Town's parks, green belts, streetscapes, municipal buildings, and trails.
Essential Functions
- Oversees the preparation and administration of the department's annual capital improvement projects including grant writing, development of scope of services, negotiation of professional service agreement, review of plans, bidding, preparation of Council agenda items, project management and construction observation.
- Manages and serve as a technical resource on the construction, design, and project management for park development including, but not limited to paving, public utilities \building structures, streetscapes, trails, playgrounds, landscape, and art installations.
- Maintains contracts between the City, vendors, developers, and outside agencies; ensure requirements are implemented, including but not limited to project plans, specifications, shop drawings, and reference standards.
- Maintains records of design and construction activities; ensure designs and construction project are compliant with Federal, State, and Local laws, codes, and regulations.
- Analyzes designs for cost suitability, maintainability, form, and function; develop design solutions for identified problems, where appropriate.
- Functions as liaison between the Town, owners, contractors, and vendors participating in the evaluation and resolution of conflicts to manage and mitigate risks.; ensure vendor and/or contractor quality of work meets contract and project specifications.
- Routinely reviews work progress, prepares appropriate job progress reports status, and provides status updates as appropriate; conducts post-project evaluation review to assess performance on the project.
- Reviews, interprets, and analyzes project plans and specifications, references standards, and shops drawing submittals for the contractor, as needed.
- Prepares vendor solicitation documents, including but not limited to request for quote (RFQ), request for proposal (RFP), ordinances, staff reports in accordance with internal policies and applicable statutes.
- Assists in the research, preparation, implementation, and management of Federal, State, and Local grants.
- Leads public engagement efforts and oversees marketing and promotional campaigns for projects, facilities, programs, and services including providing milestone updates.
- Represents the Department at various meetings, hearings and on planning committees; prepares and delivers presentations to internal and external stakeholders, as needed.
- Functions as the liaison for management and review of the Park Land Dedication and Development Ordinance, including private development review and park land acquisition.
- As member of Development Assistance Team, administers Town Ordinances; serves as the lead and primary point of contact for park planning and design to ensure alignment with long-range goals and objectives identified in the Department's multiple strategic master plans.
- Coordinates easement requests through public park land; ensures Texas Parks and Wildlife
- Identifies and administers park land acquisition including but not limited to easements, fee simple transactions, and land dedications; coordinates with internal and external stakeholders as appropriate.
- Supports routine construction administration tasks including but not limited to field orders, inspections, change orders, request for information (RFI), notations for record drawings, and daily/monthly activities reports.
- Serves as park planning & development lead in developing policies and processes; identifies and research issues and impacts of programs, projects, or policies.
- May be asked to perform additional job duties that are directly, indirectly, or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Performs related duties as required or assigned.
Minimum Qualifications
Education and Experience:
- Bachelor's degree or higher in Landscape Architecture, Parks & Recreation Administration, or related field; AND
- Five (5) years of experience in park project management and two (2) years of supervisory experience; OR
- An equivalent combination of education, training, and experience.
- Certified Park and Recreation Professional (CPRP) is preferred.
Conditions of Employment:
- Safe driving record and valid Texas Driver's License.
- Clear Criminal Background check and pre-employment drug screen.
- State of Texas Registered Landscape Architect.
Knowledge, Skills, and Abilities:
- Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances.
- Knowledge of contract negotiation and management methods and techniques.
- Knowledge of landscape design, architecture, management methods and practices.
- Knowledge of tree preservation and water conservation methods, practices, and procedures.
- Skilled in preparing clear and concise reports and other documents.
- Skilled in analyzing environmental impacts.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively both verbally and in writing.
