General Description
The Parking Division is seeking to hire a new Parking Enforcement Supervisor. This role involves leading and supporting the daily operations of the Parking Enforcement Unit. The primary objective of the Enforcement Unit is to ensure the safe and efficient movement of vehicles and pedestrians throughout the City of Madison. The unit prioritizes excellent customer service while addressing the parking needs of community members, visitors, businesses, and government entities, both public and private.
The Supervisor oversees lead workers, enforcement officers, and administrative staff who enforce parking rules and regulations in Madison. The enforcement team collaborates closely with community members and visitors to deliver outstanding customer service regarding their parking concerns. The Supervisor also plays a key role in determining operational methods, schedules, routes, and assignments while ensuring compliance with quality, timeliness, and other work standards.
This position is regularly scheduled for 38.75 hours per work. Regular work hours are 7:00 am - 3:30 pm, Monday through Friday; however, hours are flexible and work may be required outside of the regular hours in order to respond to calls that arise and other urgent or emergent issues.

Examples of Duties and Responsibilities
Supervision
- Direct and supervise the work of employees involved in various parking enforcement activities.
- Interview, recommend for hire, train, and evaluate Lead Workers and Parking Enforcement Officers.
- Plan, direct, schedule, and review the work of assigned staff, both directly and through lead workers.
- Develop, coordinate, review, and approve staff schedules, work hours, shifts, assignments, and routes.
- Develop work priorities; coordinate and assign work for field and administrative staff.
- Monitor assignments for efficiency, quality, and timeliness.
- Assist with developing, recommending, implementing and overseeing training programs, hiring and onboarding, policies and procedures for Parking Enforcement personnel.
- Manage employee grievances, disciplinary issues, and performance issues, making effective recommendations to the Parking Enforcement Manager.
- Oversee daily briefings for staff and prepare related documentation, including making necessary adjustments to schedules and assignments in response to unexpected absences.
- Provide guidance, answer questions, and clarify policies, procedures, and interpretations for Parking Enforcement staff.
- Assist with creating and updating enforcement guidelines, procedures, and policies.
- Recommend and assist implementing new procedures, policies, and standards for better utilization of equipment and employees.
- Coordinate shift schedules and vacation selections for all Parking Enforcement Officers, which includes determining appropriate staffing levels, routes, shifts, and assignments.
Respond to issues, concerns and public complaints:
- Supervise the citation review process for contested tickets by examining the circumstances surrounding the citation's issuance.
- Organize a review of the areas in question or of concern, communicate with affected parties, and provide information on available options.
- Coordinate and suggest changes to signage or raise signage-related issues with Traffic Engineering and/or Parking Operations to address enforcement concerns.
- Respond to complaints and address community concerns related to parking enforcement.
- Work with community stakeholders on parking-related issues, requests, or concerns.
Special Event Parking:
- Work in collaboration with various city agencies to coordinate public information relative to winter parking rules, including communications on the rules, snow emergencies, and other pertinent information.
- Supervise and coordinate snow emergency ticket and towing packages, including working directly with the Streets Division to identify areas of the City that will be affected by towing, and coordinate the towing with the City's towing contractor.
- Coordinate parking restriction and towing plans for special events approved through the Street Use Staff Team.
- Work directly with event organizers, Traffic Engineering, and the Madison Police Department to determine restriction and route plans.
- Create parking plans, coordinate appropriate signage and towing, and assign staff as required.
- Review overtime and towing costs for special events to ensure proper billing of staff time.
- Work in partnership with the Madison Metropolitan School District and City agencies on developing parking/traffic safety plans and evaluating and recommending improvements.
Research, review, and recommend new enforcement equipment and technology:
- Maintain a list of approved uniform apparel for Parking Enforcement and communicate any changes to the staff.
- Research and recommend uniform-related items.
- Maintain inventory of Parking Enforcement vehicles.
- Assist with determining replacement and maintenance of parking enforcement vehicles and related equipment.
- Assist with budget development related to equipment needs and/or upgrades.
Perform other related work:
- Assist with Open Records requests related to Parking Enforcement activities.
- Research and assist with developing and maintaining an inventory of related materials for the program, including tickets and brochures.
- Respond to work-related accidents and complete associated reports.
- Serve as the after-hours emergency contact with Dane County Dispatch for parking-related issues.
- Provide training for outside agencies and various staff related to parking enforcement ordinances, procedures, or equipment that may impact their operations.
- Perform various enforcement-related duties in the field.
- Perform other related work as necessary.
Minimum Qualifications
- Four (4) years of experience interpreting, applying, and enforcing codes, rules, regulations, ordinances, statutes, laws, restrictions, or workplace policies, procedures, and practices; AND
- Two (2) years of experience applying the following:
- Geography of Madison, WI.
- Computer software applicable to the duties of the position.
- Supervisory principles and practices, labor relations, and personnel management.
- Four (4) years of responsible parking enforcement experience comparable to that gained as a with the City of Madison, including at least one (1) year of experience as a lead worker or equivalent.
- Two (2) years of responsible parking enforcement experience comparable to that gained as a with the City of Madison, including at least one (1) year of experience as a lead worker or equivalent; AND
- Associate's (or higher level) degree in business administration, criminal justice, or a related field.
