Nature of Work
Performs work in the area of municipal parking operations. Responsible for supervisory and technical work in planning, designing, installing, maintaining, and enforcing on-street and off-street parking regulations. Manages day-to-day activities within various disciplines of municipal parking operations. Responsibilities include human resources issues, staffing deployment, equipment, maintenance, acquisition, procurement, training, budget preparation, and accountability for revenues and expenses. Develops, implements, and updates policies and procedures to ensure consistent application of on-street and off-street parking operations and regulations.

Illustrative Examples of Essential Duties
- Assigns operational staff (Municipal Service Workers I/II/III, Meter Repair Technicians I/II, and Parking Enforcement Specialists I/II) to routes/zones and assigns work orders/tasks for timely completion.
- Plans, directs, and controls assigned staff, schedules, and workloads; resolves conflicts; assists in the selection and evaluation of employees; provides training; and administers disciplinary action, as required.
- Enforces and supervises the enforcement of applicable local laws, parking codes, ordinances, and other regulations by issuing warnings and written notices of violation.
- Supervises and assists others in investigating and responding to difficult situations and resolving problems and complaints internally and externally.
- Reviews and approves employee time worked.
- Trains first-line supervisors and evaluates performance.
- Establishes and maintains a database of productivity.
- Conducts analysis and prepares detailed reports outlining study findings in various technical areas specific to municipal on-street and off-street parking operations and makes recommendations.
- Prepares expense and revenue projection budgets.
- Reviews and approves expenditures for parking operations and performs other administrative tasks.
- Serves as liaison with other departments, enforcement, and regulatory agencies.
- Meets with citizens, residents, and business owners to discuss parking needs and summarize information for review.
- Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all City ethics and conflicts of interest policies. A strong understanding of ethical behavior is required.
- Represents the City at various community, business associations, and committees.
- Testifies in court before related boards and Special Master: obtains documentation; prepares testimony; and assists others.
- Performs related duties as required.
Minimum Requirements
- Associate's degree and four (4) years of related experience in parking enforcement, parking operations, or parking meter maintenance.
- Six (6) years of related experience may substitute for an associate's degree. Related expertise and responsibility include the areas of parking enforcement, parking operations, parking meter, and experience from a City or County government of equal size to the City of Miami Beach.
- Valid, appropriate driver's license and an acceptable driving record.
PHYSICAL REQUIREMENTS
- Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone or personal contact.
- Physical capability to effectively use and operate various office-related equipment items, such as, but not limited to, word processor, calculator, copier, and fax machine.
- Some standing, walking, moving, reaching, handling, carrying, and bending.
- No significant crawling, kneeling, climbing, sitting, pushing, or pulling.
- Must be able to lift up to 45 lbs
