The Parks and Recreation Division provides a wide range of youth and adult programs to promote physical activity and well-being. Our offerings include instructional classes, games, fitness activities, and crafts. Additionally, Citrus County Parks and Recreation maintains fifteen boat ramps and six scenic piers, perfect for shoreline anglers.

The Parks and Recreation Division Director oversees the administration, management, and supervision of the Parks and Recreation Division of Citrus County with a service population of approximately 162,000 citizens. Directs all services, personnel, programming, and activities with community-minded leadership, engagement with local organizations, and a strong focus on high standards for customer service. Manages multiple projects, working closely with other county divisions, contractors, sports leagues, and other local agencies.

The Parks and Recreation Division Director leads the division toward advancing its mission by creating new possibilities for project initiatives, fostering innovation and creativity, leveraging resources, and establishing partnerships. Manages all operations and activities including providing direction to staff and ensuring proper fiscal and operational management.
Essential Functions

  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Develops and administers the division's budget including capital improvements, approval of expenditures, review of financial statements, and management of the overall financial operations.
  • Directs the division's planning as well as creation and administration of programs, projects, processes, procedures, systems, and standards of service.
  • Ensures compliance with all established policies and procedures.
  • Oversees the day-to-day operations of the division including the management and maintenance of facilities, grounds, and any associated service contracts.
  • Manages multiple projects related to the maintenance and/or expansion of services and amenities to meet the needs of the community.
  • Oversees the implementation of all recreational programming and multiple sports leagues.
  • Develops strategic plans and goals for all program areas to meet recreational needs of the community.
  • Fosters an environment of innovation, identifies opportunities, develops new ideas and takes the lead in turning those ideas into tangible outcomes.
  • Ensures a safe environment for the public, staff, and volunteers at all parks, boat ramps, recreation buildings, owned and operated by the County.
  • Reviews and evaluates employee performance including commendations or disciplinary action when appropriate.
  • Identifies, writes, and administers grants, where applicable, to supplement local funding of parks operations, facilities, and program development.
  • Oversees, evaluates services provided, and monitors all programs including aquatics, building rentals, recreational activities, and grounds maintenance.
  • Oversees and advises management and supervisory personnel in individual and team goals.
  • Ensures routine inspections of parks and facilities; oversees construction projects as necessary for facilities, parks, boat ramps, and other amenities.
  • Keeps current with professional trends, as well as economic and demographics issues that impact parks and recreation services to the community.
  • Attends meetings, conferences, and reviews literature to maintain current knowledge of the thinking, issues, and people influencing issues important to the mission of the Division.
  • Responds in a timely manner to any inquiries from the public and/or other County employees.
  • Builds relationships and partners with community organizations and other local support agencies in the county and region.
  • Conducts outreach and speaks regularly to various community groups.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience
  • Bachelor's degree or education and training equivalent to four years of college education in Recreation, Leisure Services, Business Administration, or a closely related field
  • Four (4) years related experience and minimum of two (2) years direct supervisory experience.

Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Knowledge of principles and best practices of parks and recreation in the public sector.
  • Knowledge of federal laws, state statutes, and local ordinances as they relate to parks and recreation.
  • Ability to work after normal business hours (may include evenings and weekends).
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Ability to communicate effectively, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
  • Ability to effectively manage multiple projects simultaneously.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses:
    • ICS-300: Intermediate ICS for Expanding Incidents

Physical Requirements/Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent balancing and occasional bending.
  • The job requires the completion of tasks that involve simple grasping, pushing, pulling, typing, operating foot control/levers, and driving automotive equipment.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
