Position Purpose

Hiring Range: $ 72,745 - $95,000

The Parks, Recreation, and Tourism (PRT) Director is responsible for managing the operations and activities of the Town's Park system, recreation facilities, special events, and tourism initiatives, as well as coordinating interdepartmental park grounds maintenance. The PRT Director communicates with various departments and stakeholders, supervises staff, addresses community needs, forecasts financial information, creates and monitors budgets and expenditures, and ensures compliance with cash control procedures. Additional responsibilities include planning and managing large-scale capital projects, preparing grant applications, and serving on committees.
Duties and Responsibilities

These duties and responsibilities are not intended to be all-inclusive. The employee may perform other related tasks as negotiated to meet the Town's ongoing needs.

  • Oversees department operations by prioritizing and assigning work, conducting meetings, ensuring staff training, and making hiring, disciplinary, and termination decisions.
  • Develops and implements performance measures for department programs, staff, and short- and long-range strategic goals; regularly monitors and evaluates progress.
  • Prepares and reviews operating division and capital budgets; monitors and approves expenditures.
  • Continuously monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned Town service programs, working with department staff to continuously improve services.
  • Establishes policies and procedures for the department.
  • Reviews and approves employees' time and leave.
  • Facilitates the construction of parks and facilities by developing specifications, selecting contractors, setting work schedules, overseeing budgets, soliciting public input on department projects, and ensuring project progress.
  • Oversees staff involvement in the Promotions, Special Events, and Tourism Committee (PSET) and the Parks and Recreation Advisory Committee (PRAC) by coordinating meeting agendas, facilitating communication among committee members, ensuring alignment with organizational goals, and managing follow-up actions to ensure successful execution.
  • Represents the Town on administrative boards and local committees by collecting, analyzing, and reporting on departmental data to promote the department's objectives.
  • Monitors grant activity by researching funding opportunities, writing grants, reviewing projects and budgets, and managing reporting processes.
  • Prepares and administers the annual budget by forecasting revenues and expenditures, identifying staffing needs, presenting proposed needs for approval, authorizing payments, and monitoring expenditures for recommended adjustments.
  • Oversees the planning and coordination of new programs, activities, events, classes, camps, clinics, and athletics by collaborating with staff on researching, planning, marketing, engaging instructors, staff, and volunteers, negotiating contract terms, securing materials and supplies, scheduling space, submitting budget recommendations, monitoring and evaluating programs, and processing payments.
  • Completes administrative tasks by answering phone calls, responding to requests and inquiries, preparing reports, and attending meetings.
  • Confers with the Town Manager about the annual work program development and long-range facilities and projects.
  • Engages in considerable personal contact with citizens regarding service requests and complaints; investigates and recommends actions; coordinates projects with other divisions and departments; attends Town Council meetings as needed regarding agenda items.
  • Periodically inspects the Surf City Community Center, grounds, parks, event center, etc., as needed, and coordinates additional training for the staff.
  • Enforces facility regulations and policies.
  • Fosters a safe environment for employees and the public in areas of work responsibility.
  • Works irregular hours, including weekends, holidays, and extended hours as needed.
  • Collaborates with other departments on special projects.
  • Maintains a clean work environment at all times.
  • Performs work during emergency/disaster situations.
  • Performs other duties of a similar nature or level as required.

Qualifications & KSA's

Qualifications
Education and Experience
Bachelor's degree in parks and recreation administration or a related field, and eight (8) years of progressively responsible local government parks and recreation experience, including four(4) years of management level experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above is required.

Licenses and Professional Certifications
  • NC Driver License
  • Certified Park and Recreation Professional(preferred)
  • National Incident Management System (NIMS) Certifications required within 6 months of hire

Knowledge, Skills, and Abilities
Knowledge of safety procedures, Town goals and objectives, landscaping principles, leadership principles, records management principles, purchasing procedures, project management principles, construction practices, accounting principles, basic budget principles, and supervisory principles.
Skilled in writing and administering grants; providing instruction and training; developing and maintaining a budget; projecting costs; networking; giving presentations; maintaining effective work relationships; supervising and evaluating staff; and communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc. sufficient to exchange or convey information and to receive work direction.
All employees are required to complete the ICS/NIMS course minimums, including FEMA IS-100, IS-200, IS-700, and IS-800. Additionally, employees assigned middle-and upper-level responsibilities within incident operations may be required to complete additional follow-on courses deemed necessary by Emergency Management and Human Resources staff.
Ability to represent the Town in a professional and respectful manner while interacting with a diverse set of individuals within the workplace and the community.
Working Conditions & Physical Requirements

Working Conditions
Employee is primarily subject to inside environmental conditions such as lighting, temperature, and noise of an open floor-plan office environment. When outdoors, employee may be frequently exposed to insects, dirt, grass, and weather elements, including rain, wind, varying temperatures, etc.

Physical Requirements
A portion of work is performed within an office environment, primarily behind a desk, and frequently includes the operation of a computer. The employee must read and write, and interact with others in person, over the phone, and via other devices. The employee may move about within the facility to access file cabinets, documents, office machinery, and other equipment. Travel is often required to outside job sites in order to perform the duties described above, as well as to attend meetings, trainings, events, and other business activities. Persons in this position frequently lift, carry, push and/or pull objects weighing up to 10 lbs. They also occasionally move objects weighing up to 25 lbs., and sometimes, but rarely, up to 50 lbs. Additionally, work may require standing, walking, running, reaching, bending, twisting, stooping, crouching, kneeling, crawling, lifting, carrying and/or moving equipment, pushing, and pulling various objects, climbing stairs and ladders, and operating assigned equipment including motor vehicles.
