Summary of Functions

The Patient Services Manager is responsible for the overall effective and efficient operations of the reception area, its staff, patients, and functions. The Patient Services Manager manages the functions, people, and processes of this department. The position is primarily responsible for coordinating and directing patients, assisting other departments with communication, and providing quality office services and other related administrative activities throughout the agency. The Patient Services Manager will report directly to the Clinic Administrator.

The Patient Services Manager should adhere to and value the philosophical priorities of the HARM Reduction Model, that Medication for Opioid Use Disorder treatment is the preferred method of addressing opioid use disorders and that every patient deserves to be treated with respect, compassion and dignity.

Essential Duties and Responsibilities:

The Patient Services Manager is responsible for preserving the integrity of the Camas Health Recovery Center properties by performing the following duties:
  • Ensures implementation of all clinic policies and procedures; recommend policy and procedure updates and changes as necessary.
  • Ensures security of medications, patient records and any other documentation required by the MSO, the FDA, DEA and/or state agencies.
  • Ensures that the clinic protects the rights and confidentiality of all patients to provide each patient with the required medical and clinical care.
  • In accordance with the Affordable Health Care Act, as a certified In Person Assister, determine a patient's insurance eligibility and assist in enrolling the patient in Apple Health Care and/or in the Exchange for private health care coverage. The In Person Assister Certification must be obtained prior to, or no later than, 90 days after employment.
  • Collect payment from patients to maximize receipts.
  • Issue dose holds and financial tapers for delinquent accounts.
  • Provide patients with appropriate paperwork (e.g., payment receipts, insurance forms, income verification forms, payment contracts).
  • Monitor and collect client income information as needed.
  • Prepare daily cash reports for accounting and daily cash deposit.
  • Create patient payment histories as needed upon patient request.
  • Enter point of sale and payment data into electronic medical record (EMR)
  • Ensure proper reception operations during operating hours.
  • Ensure each medical provider's schedule is complete, to ensure no one has fallen behind.
  • Address patient disputes, attempting resolutions working with the Billing Supervisor
  • Educate all newly admitted patients on patient's financial responsibility payment and funding policies using agency documentation.
  • Review patient account prior to discharge for refunds.
  • Responsible for coordinating Release of Medical Records requests.
  • Backs-up the Receptionist and assists with incoming phone calls.
  • Mail (internal and external) (US post, Fed Ex, Certified Mail, etc.)
  • Scanning of records and attaching of records to the EMR.
  • Handling proper procedure for grievances, TDD, groups, patient confidentiality, visitor badges, etc.
  • Coordinating with other service and support departments.
  • Coordinating with transportation vendor.
  • Ensuring a safe and inviting area for patients to wait. Improving the patient wait area as much as possible (flowers, music, clear pathways, etc.).
  • Keeping a clean, tidy, professional area.
  • Ordering office supplies for the clinic.
  • Maintain regular communication with the MSO and attends meetings as requested.
  • Complies with other ad hoc requests and projects as assigned.
  • Familiar with standards required by Board of Health, OSHA, etc. and the application of such.
  • Knowledge and compliance with HIPAA policies and procedures.
  • Interacts with all staff in a positive and motivational fashion supporting the company's mission and Best Practice Patient Experience.
  • Provides direction to office personnel; Scheduling, leading, and managing the monthly direct staff meetings: obtain back up coverage during meeting times, develop agenda, encourage team participation, conclude with action items.

Supervisory Responsibilities
  • Supervises the maintenance of office equipment, including copier, fax machine, etc. in communication with the MSO.
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Education/Experience
  • Associate degree in a related field is required.
  • BA/BS in a related field is preferred.
  • 2-3 years successful staff & office management in a healthcare/clinic environment is required.
  • Previous experience in a supervisory position is required.
  • Customer service and social services background preferred.
  • Opioid Treatment Program experience will be given hiring preference.

Other Requirements
  • Obtain and maintain a Level 3 Kalispel Tribe of Indians Work Permit.
  • May need to be available for night or weekend coverage.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this job:
  • A majority of the work shift is sitting at a desk in front of a computer.
  • Will spend some time on feet while filing, making photocopies, or standing to greet a visitor.
  • Should have the ability to lift and carry up to 25 lbs. as may be responsible for moving office supplies or carrying heavy files or boxes of paper.

Additional
  • The nature of this position is fast-paced in high-stress situations and conditions.
  • Computer literate, with basic knowledge of Microsoft Office Suite, and electronic medical records systems, as well as a high level of initiative in keeping current with technological change.
  • Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic, and cultural backgrounds; good diplomatic skills, including strong conflict-resolution skills.
  • Excellent interpersonal and communication skills.
  • Excellent organizational and time management skills.
  • Conducts all business activities in a professional and ethical manner.
  • Experience working in or with federal, state, and/or local government administrations preferred.
  • No history of alcohol or other drug misuse for 3 years prior to employment and does not display evidence of alcohol or other drugs while employed as the Office Services Supervisor.
  • Complies with and up-to-date with all other testing, screening and credentialing as required.

Travel Requirements

Ability to travel as needed (minimal).
