Job Summary Description:
The Payroll Manager will serve as the subject matter expert for payroll including certified payroll and union compliance. The role must stay abreast of the latest developments in the payroll and Union landscape and serve as the subject matter expert on all payroll issues.
Essential Job Accountabilities:
- Process and oversee the weekly and bi-weekly payroll for union and nonunion employees, ensuring accuracy and timeliness.
- Ensure compliance with all union contracts, wage agreements, and labor laws.
- Gather, review employee pay and project hours data for certified payroll.
- Stay informed about changes in labor laws and regulations affecting payroll and union operations.
- Maintain accurate payroll records, including employee hours, wages, deductions, and benefits.
- Prepare and file required reports, such as tax filings and union benefit contributions.
- Conduct regular audits of payroll processes to ensure compliance and accuracy.
- Analyze payroll data to identify trends and make recommendations for process improvements.
- Maintain all Labor Compliance and Certified Payroll documents throughout project in a timely and efficient manner.
- Understanding of certified payroll requirements for federal, state, and local regulations.
- Review and verify payroll records, benefit statements, employer contributions, to determine compliance with applicable rules and regulations.
- Proficiency with using LCP Tracker
- Liaison between controller, project managers, foreman and superintendents for multiple projects.
- Investigate complaints of noncompliance with prevailing wage payments, benefit payments.
- Complete special projects as requested
Knowledge, Skills, and Abilities:
- High School Diploma, GED or equivalent (Required)
- Bachelor's degree in accounting, finance, human resources, or equivalent (Preferred)
- A minimum of 5 years' experience as a Certified Payroll & Labor Compliance Specialist is preferred.
- Strong communication skills with the ability to work cross-functionally.
- Ability to work in a fast-paced environment and handle multiple projects at once.
- Proven ability to lead and manage payroll functions effectively.
- 2+ years of experience in PW and fringe certified payrolls, preferably in the Construction industry.
- 2+ years of experience administering or collecting certified payroll reports.
- Previous experience with the Davis-Bacon or prevailing wage rate determination requirements is required.
- Strong computer skills including knowledge of Excel, Word, MS Office Suite.
