Our District:

The Sultan School District is one of the larger geographical school districts in the Puget Sound area, consisting of approximately 325 square miles. Sultan School District has approximately 2,000 students enrolled K-12. Students are currently served by two elementary schools, a middle school, a high school and an alternative high school; and the Sno-Isle Skills Center, a cooperative vocational technical school.

Our Community:

Located northeast of Seattle (seven miles east of Monroe) or about 20 minutes from the Woodinville area, Sultan is surrounded by a beautiful environmental setting. Our "backyard" is the scenic Skykomish River and Cascade Mountains. Sultan School District includes the community of Sultan, Startup, and Gold Bar. Students from Index attend Sultan High School.

The Payroll Specialist is responsible for assisting the Director of Finance in maintaining, monitoring, and reporting of monthly payroll; communicating with and providing customer service to staff and outside agencies or vendors to meet district needs; preparing and processing a variety of documents, orders, etc.; processing a variety of district, state, or federal documents and reports; and inputting of data into computer. Assist the director with day-to-day operations of the Payroll department.
Essential Functions:
  • Maintain and process monthly payroll. Prepare and submit associated reports
  • Reconcile and process vendor payables for voluntary deductions, annuities, retirement, unemployment, workers compensation, health benefits, and others
  • Prepare federal and state tax deposits
  • Prepare quarterly reports including unemployment, workers' compensation, and federal and state taxes
  • Calculate, prepare, and generate monthly payrolls and special or extra payrolls utilizing Qmlativ software as provided by Washington School Information Processing Cooperative (WSIPC)
  • Prepare and process annual employee W-2s, 1095-C, and submit to IRS
  • Process sick leave buyback and vacation cash outs
  • Create, prepare and generate payroll reports using Qmlativ software and Excel spreadsheets
  • Maintain record keeping and filing procedures in compliance with state auditing guidelines
  • Process direct deposit of payroll
  • Participate in new hire orientation as requested
  • Calculate and reconcile employee salaries, benefits, and assignments
  • Maintain and update employee calendars, W-4s, payroll procedures and create payroll forms
  • Respond to written, telephone, and walk-in inquires
  • Attend departmental, regional, and statewide meetings and/or workshops to keep abreast of payroll related issues.
  • Stay current on all payroll requirements and best practices including oversight of procedures/coordination of payroll operations to ensure compliance with state and federal regulations
  • Collaborate with human resources to ensure accuracy of payroll and leave statuses
  • Oversee payroll procedures/coordination of payroll operations to ensure the best financial practices are adhered to
  • Follow all applicable Board policies and procedures
  • Function as a team player, a positive motivator of colleagues and staff, and be self-motivated.
  • Working knowledge of current federal and state laws and regulations that apply to payroll
  • Understanding of local, state and federal employment requirements
  • Input various data into computer systems to meet district, state, and federal regulations
  • Attend and/or assist in scheduling meetings and trainings as required
  • Perform related duties as assigned
  • Provide confidential support to the HR Department and Finance

Special Requirements:
  • High school diploma or equivalent, Bachelor's degree in accounting or related field preferred
  • 3 years of payroll experience or an equivalent combination of education and experience (in a K-12 educational system preferred)
  • Valid Washington State driver's license or evidence of mobility
  • Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance
  • I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act
  • HIV/HBV Training (obtain within 30 days of hire date - district provided)
  • Completion of mandatory Safe Schools Trainings.

Work Environment:

The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. This is an office job. The employee is confined to a work area; required to have precise control of fingers and hand movements; experiences constant interruptions and inflexible deadlines; must be able to work at a computer monitor for prolonged periods; and must be able to crouch, crawl, bend, kneel, and lift/move objects such as files, boxes, etc. The employee is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children. The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.

Evaluation:

The Payroll Specialist shall be evaluated periodically by the Director of Finance pursuant to the currently established district procedures and evaluation criteria. The process shall include an evaluation of the performance of the above essential job functions.
