Under the direction of the CEO, the People and Culture Manager (P&CM) leads the People and Culture department, coordinates recruitment, onboarding and retention initiatives, and identifies / targets areas of improvement. Key responsibilities include addressing P&C enquiries, leading full-cycle recruitment, supporting employee engagement initiatives, creating and implementing professional development procedures, and performance management systems; as well as systems to maintain accurate personnel files, including related software management. Additionally, as a member of the Management Team, the P&CM assists to develop strategic plans and assess / resolve operational issues as they arise.

Hours / Schedule:
- Full-time, Permanent
- 40-hours per week based on a flexible schedule which may involve working some evenings or weekends as required to meet the demands of the position.
Responsibilities:
The successful applicant will:
- Lead the People and Culture department and provide direction, supervision and support to assigned staff.
- As a member of the Management Team, assist to develop strategic plans; and assess and resolve operational issues as they arise
- Conduct Investigations: Gather facts through interviews, surveys, or data analysis.
- Listen to Employees: Encourage open communication to understand concerns from different perspectives.
- Analyze Trends: Look for patterns in absenteeism, turnover, or conflicts to pinpoint systemic issues.
- Collaborate with other departments
- Process Improvements: Suggest changes in workflows or structures to leadership and CEO make operations more efficient.
- Support and implement initiatives that build a supportive work environment, like recognition programs.
- Mediate disputes impartially, ensuring all employees feel heard and respected.
- Respond to employee inquiries regarding policies, benefits, and other HR administrative matters.
- Stay informed about industry trends, best practices, and Employment Standards, and proactively suggest improvements to systems and processes.
- Oversee return-to-work planning and related accommodations for staff returning from leaves.
- Ensure high-quality and accurate data across multiple systems by maintaining employee records in the personnel file program system and ensuring all training documentation and onboarding data are up to date according to agency and CARF standards.
- Assist with reviews, reporting, and ensuring compliance with regulatory requirements for People and Culture and CARF-related survey
- Prepare reports and presentations for leadership, summarizing findings and recommending actionable strategies for People and Culture related functions.
- Oversee the staff performance appraisal processes and revise this process as necessary to improve its relevance to performance outcomes.
- Coordinate practicum placements, including confirming placement availability / suitability, liaising with post-secondary institutions, and screening / interviewing / onboarding students.
- Lead full-cycle recruitment for various positions, collaborating with hiring managers to refine requirements.
- Perform other duties as directed by the CEO and/or Agency Leadership.
Preferred Education and Experience:
Education:
- Diploma, degree or related education in Human Resource Management, Business Administration, Project Management or a related discipline.
Experience:
Related experience is desired, and may include:
- Training and experience in work-force management, leadership, or business administration.
- Supervisory experience, ideally in a Human Resource or social services setting.
- Candidates will have strong organizational, planning and time management skills, as well as the ability to function independently and frequently under pressure, while effectively managing concurrent projects, assignments and tasks requested from multiple sources.
- Candidates will be well-versed in the use of Microsoft Office, including WORD and Excel, and other business software. Candidates will demonstrate competency in typing, and the use of basic office equipment (phone systems, printers, scanners, fax machines, etc.).
- Experience in a community social service agency.
To be successful in your role, you'll also need:
- Be people-oriented and results driven.
- Be an innovative and supportive supervisor.
- Be well-versed in BC Employment Standards, labor law and HR best practices.
- Have an in-depth knowledge of legislation, policies and issues impacting agency / employee relations.
- Demonstrate a high level of computer literacy.
- Be skilled at establishing trusting relationships with agency staff and supervisors.
- Have excellent communication skills, verbal and written.
- Be skilled at conflict resolution in the workplace.
- Function effectively both independently and as part of a team, in a fast-paced working environment.
Other Requirements:

- Need a valid BC Driver's License, regional insurance, and a reliable personal vehicle.
- Must undergo a screening process, including a criminal record search.
