Description:

PURPOSE OF POSITIONThe Director, Professional Practice & Health Information is responsible for utilizing an innovative approach to develop practice support activities, remedial education programs and quality improvement initiatives to facilitate exemplary interprofessional practice, patient care and outcomes. In addition, they provide professional leadership for supporting and leveraging the development, growth and sustainability of Health Information Management (HIM) and ensuring the alignment and delivery of strategic information requirements for the organization. Using their strong leadership skills and clinical knowledge of mental health, the Director plays an integral role in continued performance improvement, implementation and evaluation of best clinical practices and quality and safety in an accredited, specialty mental health organization. The Director will enable the transformation and sustainability of clinical practice and care delivery, while enabling the organization in the advancement of the strategic plan.The Director is knowledgeable in aspects of patient care, information technology, documentation, record keeping and data quality.

The Director, Professional Practice & Health Information reports to the Vice President Clinical, Practice & Chief Nurse Executive. The director leads an interprofessional team of Clinical Practice Leaders, Clinical Educators, Clinical Nurse Specialists/Advance Practice Clinicians and Health Information Management professionals and interfaces with key stakeholders throughout the organization to ensure effective processes, policies and procedures are developed, implemented and maintained to contribute to consistent, quality care within both the inpatient and outpatient services.

The Director, Professional Practice & Health Information is responsible for the promotion and enhancement of interprofessional practice throughout the organization in alignment with the mission, vision, values and strategic direction of Ontario Shores. The director provides guidance and support to the clinical programs in the following domains: clinical practice, education, research and leadership. The Director, Professional Practice & Health Information establishes and maintains a regional collaborative practice environment by providing professional leadership, structures, and processes for the advancement of professional practice and education within a program-based management structure including clinical standards for interprofessional practice.
DUTIES & RESPONSIBILITIES

The Director, Professional Practice & Health Information is responsible for the following:

Clinical Practice Support of the Clinical Programs by:

  • Leading and supporting the establishment and implementation of initiatives with clinical programs which are consistent with the Recovery philosophy of care and Ontario Shores strategic plan;
  • formulating recommendations for improvement to clinical services and the organization's strategic plan;
  • supporting safe and effective clinical care through addressing professional practice and performance concerns in collaboration with clinical programs;
  • implementing mechanisms to ensure compliance with professional standards and accreditation requirements;
  • collaborating with clinical programs and providing leadership and support to develop, implement and evaluate activities supporting corporate goals and objectives;
  • consulting with clinical programs as required to provide support in complex patient, practice and process issues/concerns;
  • recognizing and reporting patient, staff, and environment safety issues, and identify and implement preventative and corrective actions;
  • consulting with the VP, Clinical, Practice & CNE and other Senior Management Team members as appropriate and meeting on a regular basis to discuss program operations;
  • participating in community development and service coordination activities as required;
  • representing Ontario Shores on initiatives in the broader mental health and social support system, as appropriate ensuring responsible communication with internal and external stakeholders.
  • Responsible to recognize and report patient, staff, and environment safety issues, identify and implement preventative and corrective actions, within the scope of this role.
  • Provides leadership in creating an environment which supports creativity and innovative clinical services delivery and research needs.


Quality of Care:

  • Identifying practice gaps and deficits and designs and delivers evidenced-based education and practice programs to staff on an ongoing basis congruent with Ontario Shores' Interprofessional Standards of Care expectations;
  • establishing and supporting mechanisms to ensure quality management based on consumer-focused and continuous quality improvement principles;
  • ongoing evaluation of the initiatives implemented to assess effectiveness, ensure informed decision making and further developments and sustainability of the activities/initiatives;
  • creating an environment which supports creativity and innovative clinical services delivery;
  • supporting the development and maintenance of sustainability strategies for corporate initiatives;
  • Supports the quality and integrity of the clinical record through processes such as dictation and transcription services, Release of Information, scanning processes, record completion, coding, record retrieval and maintenance and patient registration processes.
  • Contributes to organizational plans and strategies to ensure that health information and the information systems enable and are aligned to ensure compliance with external regulatory and accreditation requirements, ensure consistency of quality data for the organization's internal and external data needs.


Human Resources Management of Clinical program(s) by:

  • Facilitating effective use of resources and services within the organization's overall resource allocation and mandate;
  • supporting clinical programs in ensuring mandatory clinical education expectations for staff are met;
  • providing leadership in facilitating training, education and professional development of staff assigned to the clinical programs;
  • investigating and resolving complaints, disciplining and responding to grievances;
  • supporting and encouraging discipline specific and peer review initiatives that are designed to maintain and promote professional standards and practices.


Financial Accountability for the Program(s) by:

  • Demonstrates fiscal leadership and responsibility in utilizing resources by developing and managing an operating and capital budget for the ongoing functioning of the program; ensuring efficient and cost effectiveness utilization of the Organizations resources within allocated budget; preparing reports on the operation of the clinical program as necessary or requested.

KNOWLEDGE

  • Master's Degree in one of the social and health sciences;
  • Minimum of 5 years of experience in a clinical leadership role within a specialized mental health setting
  • Extensive knowledge of the Recovery Model and Philosophy of Care in mental health, including related clinical theory and practice
  • Good comprehension of clinical information systems
  • comprehensive and extensive knowledge and understanding of mental health policies, programs and systems, both organizational and community based;
  • good understanding of government policies, procedures and legislation related to health care;
  • excellent knowledge of community resources and dynamics;
  • good knowledge and understanding of planning and evaluation processes;
  • Project management experience

JUDGEMENT

Excellent judgment is required in:

  • the formulation and modification of program objectives and strategies;
  • dealing with difficult clinical issues in an effective and timely manner;
  • facilitating the development of programs that are consumer focused and sensitive to patients and families' needs and tolerances;
  • administering and supervising staff and students;
  • ensuring adequate human and financial resources to meet patients and families' needs;
  • liaising with other program Administrative Directors, Clinical Managers and other Senior Management Team members;
  • communicating with various levels of the organization, the Ministry of Health, community agencies, consumers, families, the general public and the media;
  • dealing with grievances, investigations and other labour-related issues;
  • formulating strategic directions for the program(s) and the facility;
  • contributing to overall decision-making and management of the facility as member of senior management committee;
  • as necessary, serves as officer-in-charge of facility.


Collaborates

  • Regularly with Senior Management Team as party to decision-making for the Centre;
  • Frequently with other Administrative Directors and Clinical Managers to ensure coordination, quality assurance/improvement;
  • Frequently with community agencies and hospitals, with Ministry of Health officials, with consumers and family members, with health planning bodies, with representative of education facilities;
  • Frequently with interprofessional team members;
  • Frequently with Professional Practice Leaders, Clinical Practice Leaders, Clinical Nurse Specialists, Clinical Educators, and Health Information Professionals;
  • Serve on various internal and external committees, member of senior management committee
