Role Overview:
The Finance Supervisor leads a team of staff to provide effective, efficient and value-added financial management, risk management, asset acquisition and management, records management and business process improvement services across the Division. This portfolio includes responsibility for the oversight and execution of key business projects within the Division to advance the Strategic Plan. Reporting to the Deputy Director of Operations/CFO, the Finance Supervisor is part of the Division's senior management team.
What you will do:
- Manage the annual operating and capital budget development process, promoting involvement by the senior management team, aligning the $120M+ budget with outcomes in the Division's strategic plan and providing viable budget options for consideration by the senior management team, Director of Education, and the Board.
- Develop and manage internal financial reporting, forecasting, and monitoring processes to support decision-making and to convey accurate and timely financial information to a variety of stakeholders (CFO, Director, Board, auditors, Ministry, and other funding agencies).
- Oversee all financial functions, including the annual audit process, accounts payable, accounts receivable, cash management, and purchasing to ensure the Division meets high standards of accuracy, internal controls, staff training and development, and succession planning.
- Oversee financial reporting and non-instructional data analysis, ensuring that information is accurate, timely, and provided in appropriate formats to meet the needs of different users (staff, Director, Board, public, First Nations, Ministry, and other funding agencies).
- Lead business process and service delivery improvement initiatives across the organization to promote timely, accurate, and efficient programs and services that meet best practices, audit criteria, and Ministry standards.
- Develop, test, and monitor reliable internal control systems and risk management procedures and practices across the organization to minimize financial and other risks and liabilities for the Division, board, staff, and students.
- Monitor and analyze legislative and policy developments related to fiscal operations for legal and administrative procedure compliance.
- Oversee the preparation of accurate, high quality, and timely information for the Audit and Risk Management Committee.
- Put in place proactive processes to prevent fraud and losses and lead internal and public reporting.
- Oversee asset management functions (including properties), working with other senior leaders in transportation, facilities, information technology, and instruction to ensure annual and long-term asset maintenance, renewal, and disposal plans are in place.
- Manage and monitor central records retention and destruction processes, ensuring efficient records management and adherence to policy and legislation.
- Lead projects relating to cash flow, financial reporting, and paperless systems ensuring operational efficiencies.
- Work collaboratively with central and school-based staff across the Division to develop and support the strategic and operational priorities of the school division and contribute effectively to the work of the senior management team.
- Provide leadership for staff in the finance department, establishing clear direction and planning processes, aligning work with system priorities and standards, integrating efforts with other portfolios, and supporting a productive and healthy work environment.
- Actively contribute to the annual strategic plan at system-wide and portfolio-specific levels, developing outcomes, action plans, and targets that move the system forward.
- Prepare written materials for the board of education, public, Ministry, and stakeholders, ensuring accurate, complete, timely, and rigorous analysis and recommendations/conclusions.
- Develop, manage, monitor and report on the administration, payroll, and other central budgets, aligning the financial plan with the outcomes in the Division's strategic plan, using resources effectively and meeting high standards of financial management and accountability.
- Develop and monitor compliance with finance related Administrative Procedures, ensuring alignment between procedures and practices.
- Develop, manage, and monitor contracts related to financial functions and advises others as required.
- Manage and monitor the efficient, accurate and timely collection, storage, analysis, and use of finance related data and information to support innovation, service improvement and accountability.
- Build partnerships with other school divisions, First Nations educational authorities, the Ministries of Education and Finance, and other stakeholders to assist in the planning and management of financial services.
- Perform other duties as may be required or assigned by the Deputy Director of Operations/CFO.
What will make you successful:
- Chartered Professional Accountant designation (or equivalent) is required.
- Bachelor of Business Administration, or a related discipline, with preference for a specialty in Finance or Accounting is preferred.
- Master's degree in a related field is preferred.
- Minimum 10 years in senior level accounting and/or auditing experience.
- Experience in an educational institution is an asset.
- In-depth knowledge and understanding of budget formation and administration.
- Excellent interpersonal and communication skills with the ability to work effectively with senior administration and elected officials.
- Demonstrated experience in managing teams of professional and administrative staff and leading progressive change.

- Current salary range: $148,952 to $162,107 (salary indexing to be provided supplementary to the current range)

- Vacation entitlement: 1-3 years 5 weeks; 4+ years 6 weeks
- Sick leave entitlement: earned at a rate of 2 days per month to a maximum accumulation of 180 days
