Position Overview:

This position is accountable for performing a variety of administrative duties related to personnel and management support services, including but not limited to, maintaining employee personnel and medical files, processing personnel action forms and transactions, conducting/spearheading new employee orientations and other trainings, assisting with benefits/insurance, and various leaves of absence.

Essential Functions

  • Processes employee transactions and ensures proper maintenance of employee files.
  • Assists in the administration of the state of Illinois benefit program to ensure employees receive total entitlement.
  • Coordinates and processes candidates for the various district's temporary employment programs to augment the district's full-time permanent staff.
  • Maintains related position descriptions and performance evaluations for all district code employees.
  • Prepares reports and special projects in compliance with administrative directives.
  • Assists in the maintenance of confidential employee files, medical files, and leave of absence/ Family and Medical Leave Act (FMLA) documents.
  • Performs duties in compliance with department safety rules. Performs all duties in a manner conductive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

  • Completion of a bachelor's degree majoring in business, public administration, or human resources or related field; OR Completion of two years of college PLUS two years of experience in human resources, personnel management, or transactions in a public/private agency or company; OR Six years of experience in human resources, personnel management, or transactions in a public/private agency or company.


Preferred Qualifications

  • Working knowledge of the processing of personnel transactions and other personnel related documentation.
  • Working knowledge of the state of Illinois employee benefits.
  • Working knowledge of the Illinois Department of Transportation (IDOT) personnel policies, Central Management Services (CMS) rules and pay plan, and FMLA.
  • Experience utilizing mainframe systems or web-based programs along with working knowledge of the Microsoft Office Suite, specifically Outlook, Word, Excel, and PowerPoint.
  • Ability to establish and maintain effective working relationships.
  • Excellent verbal and written communication skills.
  • Strong customer service skills.
  • Strong organizational and time management skills.

  • Occasional district-wide travel. Occasional overnight stays and occasional overtime.
