Brief Job Description

The Provider Finance Department's Director of Quality Review and Training (Director III; Salary Group B28) reports to the Director of Provider Finance. The PFD Director of Quality and Training supervises the Training Manager and the Quality Review Manager. The position performs advanced (senior-level) managerial work providing direction and guidance in planning and executing training and development work and quality assurance work. Work involves overseeing various activities to ensure consistency with state and federal laws and regulations, performance standards, and agency policies and procedures; overseeing the development of review and training protocols for various data analyses, financial calculations, and written reports, and evaluating opportunities to improve departmental economy, efficiency, and effectiveness; establishing the strategic plan, goals and objectives of the PFD Quality Review and Training Section; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; and overseeing the review and evaluation of fiscal and operational records to determine condition, level of internal control, and compliance with statutory requirements. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)

Oversees the collection of data to help evaluate and analyze training needs and training effectiveness. Supervises the planning, designing, and development of methods for the assessment and evaluation of training effectiveness. Oversees the planning and developing of specialized training and staff development. Participates in solving training problems and ensuring the effective use of modern training methods and techniques. Identifies long-range training goals and recommended programs to achieve goals, including the development of an annual department-wide training plan. Oversees the development of policies and procedures for training programs. Serves as a subject matter expert for routine to complex contracts for training services. Coordinates the review and implementation of training programs, policies, and procedures. Oversees the performance of training needs assessments to guide training interventions and course development. (25%)

Oversees the analysis, development and coordination of action plans to complete data analysis reviews, financial examinations, and editing of technical writing. Oversees the workplan creation for independent data and financial examinations including those that involve controversial regulatory matters. Assesses and monitors functions of staff involved in the quality control process to guarantee timely compliance with assigned tasks, goals, and objectives. Works with staff to identify and modify quality control procedures to meet the changing information needs of the program and staff. Analyzes, interprets, and reports data to management related to quality assurance and quality control functions and participates in corrective action planning. (25%)

Confers with organizational management to resolve problems and deviations from required and permissible standards and procedures. Recommends amendments to the departments policies and procedures to reduce error rates and improve training efficacy. Analyzes quality control error findings for trends or patterns; and makes recommendations for improvement, including training solutions. Compiles data and prepare reports. Designs quality assurance and quality control standards, systems, etc. Identifies areas of progress, improvement, or concern; makes recommendations; and assists in resolving problems; Plans and coordinates rehabilitation efforts and determines regulatory compliance relative to business operations. (20%)

Oversees and/or conducts special investigations. Reviews and analyzes cases, notes deficiencies, and extracts data to be verified; collects performance data; identifies adverse trends; and determines compliance with service delivery standards, program requirements, and policies and procedures. (10%)

Initial Selection Criteria

Graduation from a 4-year college or university. At least 5 years of experience in quality assurance, quality control, or training program development. At least 3 years of experience as a supervisor. Knowledge of HHS processes, procedures, and policies preferred.

Additional Information

Position is eligible to telework up to 3 days per week at this time, but telework schedules may be updated in accordance with HHSC telework policies in the future.
