The Position
Job Appointment: Full time, Regular

Work Schedule: Monday - Friday, 8am - 5pm. Alternate schedule may be available after probationary period.

Work Location: The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. The hiring manager for this position will have more up to date information at the time of all verbal/contingent offers. In-person work will be conducted at 1900 SW 4th Avenue, Portland, OR. Position Summary:

This City Planner II position with a Water Resource specialty will use general knowledge of planning principals and infrastructure systems to perform complex and responsible professional planning assignments including analyzing development proposals against stormwater and utility codes as part of discretionary land use reviews, working with other bureaus to develop appropriate policies and code related to stormwater, surface water, and sanitary needs in the Willamette River, and helping shape policy through collaboration and coordination with internal and external stakeholders. Water resources planning experience is highly desirable. As a City Planner II, you will carry out individual responsibilities using initiative, creativity and independence. If you're the right person for this opportunity, you will possess the ability to maintain confidentiality, exercise sound problem-solving skills and use professional judgment.

In this role, you will:
  • Determine conformity with land use and public utility laws and regulations;
  • Prepare oral and written staff recommendations;
  • Interact in person and on the phone with members of the public, developers, internal and external groups and committees, and stakeholders representing diverse interests
  • Represent the Bureau in city-wide or regional planning efforts;
  • Work with local, state and federal regulators to understand and respond to regulatory conditions and opportunities identified in the Portland area.
  • Work to resolve concerns and differences among competing interests and issues; and
  • Communicate detailed technical information to a variety of internal and external customers.

  • Experience with land use planning; water resources, wastewater, stormwater, infrastructure, hydrology, and/or watershed management planning and policy.
  • Ability to understand, interpret, and apply City, state, and federal laws, regulations, policies, procedures, and standards related to water resource, wastewater, and/or stormwater management to specialized, complex or diverse development proposals (current planning) or to policy, code, plan or strategy development (long range planning).
  • Experience managing projects or development proposals including developing work plans and schedules, delivering products and engaging the public.
  • Experience analyzing data and information, and exercising sound independent judgment to reach appropriate conclusions within established policies and guidelines.
  • Ability to present ideas and requirements clearly and persuasively, orally and in writing.
  • Experience building and maintaining effective working relationships with diverse stakeholders, including collaborating with internal teams.
