Duties The incumbent serves as a Planning Section Chief located within U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Operations Support (OS), CBP Watch, Emergency Management Division (EMD). This assignment will support the CBP Watch's mission to provide vital services to CBP through incident and event management, including planning, response, and recovery activities. Preference will be given to applicants from the following locations Atlanta, Boston, Dallas, Houston, Kansas City, Los Angeles, Miami, New York City, Philadelphia, San Francisco, and Seattle. As a Planning Section Chief for the CBP Watch's EMD, you will gain firsthand experience as you collect, monitor, create objectives, and anticipate the Agency's future needs during the preliminary stages of upcoming world events to include the World Cup 2026 and potential preliminary games that directly affect CBP personnel and operations. During the planning and preparation of the events, your goal will be to support CBP's preparation and management of significant and special security events pertaining to this global event, while simultaneously developing your skill sets as an emergency management professional. Responsibilities for this temporary assignment may include, but are not limited to the following: * Develop and oversee incident-related data gathering and analysis regarding incident operations and assigned resources, facilitates incident action planning meetings and prepares the Incident Action Plan (IAP) for each operational period. * Develop and coordinate CBP's involvement to manage and mitigate impacts to the enterprise by directing resources and meeting the increased demands of a pending or actual incident or event with significant effects on operations. * Participate as an EOC member, established in response to a specific incident or situation. * Assist in providing situational awareness and/or reporting on the impact to operations, infrastructure, and personnel during an incident or event. * Support the implementation of plans, processes, and procedures related to a specific incident or situation. Qualifications Qualifications required: * Knowledge of Federal Emergency Management and Continuity laws, directives, and guidance. Ability to interpret and implement guidance regarding risk assessments. * Extensive communication skills in writing a variety of documents and reports; oral skills to foster collaborative working relationships with EOC staff and other stakeholders; and work proactively to meet goals and objectives. * Experience with managing resources; and ability to review and assess plans and guidance. * Collaborate with state and local authorities to facilitate CBP equities and planning in support of event related DHS taskings. * Knowledge of, or willingness to learn processes and concepts related to emergency management (National Incident Management System - NIMS). * Recommended: Course completion for on-line Independent Study (IS)100: Introduction to the Incident Command System, IS-200: Basic Incident Command System for Initial Response, IS-700: An Introduction to the National Incident Management System, and IS-800: National Response Framework, L-0962 All-Hazards Planning Section Chief, L-0950 All Hazards Incident Commander. * Self-driven and motivated; occasional travel will be required. * Employees within series 1895, 1896, and 1801 are encouraged to apply. * CBP employees are required to utilize their CBP issued laptops and cell phone (if necessary) for the duration of the assignment.
