Job Description Summary
This position may be eligible for a signing bonus, referral incentive and/or moving reimbursement.

Performs all levels and types of residential and commercial plans examiner work by applying knowledge in multiple areas of applicable building codes. Incumbents review plans, write letters, review plan revisions, and interpret codes, processes to the public, architects, engineers, and contractors. Coordinates plan reviews with staff planners, landscape plans examiners, fire plans examiners, public works plans examiners, construction inspectors, and other City departments.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
  • Reviews and interprets building and structural construction documents and reports for commercial, industrial, and residential projects to ensure compliance with building codes, city ordinances, construction standards, and city amendments. Advises engineers, architects, contractors, government officials, utilities representatives and the general public on code changes, interpretations, new methods and materials; makes recommendations for code compliance.
  • Reviews proposed commercial site plans preliminary and final plats for commercial and residential developments; attends related project development meetings from initial pre-application through approval.
  • Reviews structural engineering calculations for code compliance.
  • Assists building inspectors with field reviews when necessary by comparing actual construction to approved plans and resolving discrepancies. Coordinates building reviews and activities with other City departments and outside agencies including consultants, engineers, developers and contractors.
  • Prepares and maintains records of plan reviews, and enters project data into computerized tracking system.
  • Manages and resolves conflicts in code issues with customers. Participates in the development of handouts and other related collateral materials for dissemination to the public. Participates in various local, state and other professional organizations including regional plan review committees, to discuss code related issues and attends meetings relating to plan review, building safety, fire and life safety, and construction methods.
  • Participates in the development and/or revision of departmental policies and procedures.

Requirements

  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum three years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License. ICC Building Plans Examiner (B3) Certification
  • Reading: Work requires the ability to read general correspondence, engineering documents, code books, installation standards, technical manuals, and reports at a college level.
  • Math: Work requires the ability to perform engineering calculations, algebra, geometry, and general math calculations.
  • Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and reports at a college level.
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
  • Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Broad Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of programs, solutions for complex issues, and/or processes. Independent judgment and decision-making abilities may be necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: Moderate - Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
