General Function
THIS IS A PROMOTIONAL INTERNAL RECRUITMENT. ONLY CURRENT CITY OF BREMERTON POLICE DEPARTMENT EMPLOYEES ARE ELIGIBLE TO APPLY.
The salary indicated above included longevity, 1.25% commencing 6 through 10 years, 2.25% commencing 11 through 15 years, 3.75% commencing 16 through 20 yeas, 7.75% commencing 21 through 25 years, 9% commencing 26 years and over (Salary reflects 2023 pay scale).

Manages, directs, plans, and coordinates the day-to-day activities of the Support Services or Operations Divisions of the Bremerton Police Department, which provide around the clock police services to the citizens of Bremerton. The work requires the use of reasoned judgment, specialized knowledge and skills in appraising the effectiveness of police and administrative techniques. Work is performed in accordance with established policies and procedures, but much latitude exists for the exercise of judgment and discretion.

Representative Essential Duties and Responsibilities

  • Leads, plans, coordinates, and manages the activities of sworn and civilian personnel in Operations and/or Support Services divisions.
  • Performs the duties of Chief in his/her absence.
  • Maintains contact with subordinates and selected staff employees to pass and receive information, give work instructions and directions, resolve problems, address personnel issues, and to stay informed of all operations which impact the captain's Division or the Police Department in general.
  • Assists the Chief of Police with developing operating and capital budgets for the Division. Approves and monitors spending, use of resources, and overtime. Manages expenditures throughout the fiscal year against the authorized budget.
  • Devises appropriate plans and strategies to accomplish the Division's mission, including overseeing all coordinating actions with representatives of other departments and agencies and resolving most of the problems which occur.
  • Plans and develops goals and standards for police department projects and coordinates implementation. Responsibilities involve developing and implementing short and long term solutions, which require formulating operational plans and allocating unit resources.
  • Establishes divisional procedures.
  • The Police Captain is expected to "balance" the competing needs and interests of all parties concerned and devise work plans and solutions that are cost effective and provide maximum police services to the community without unnecessarily endangering police officers.
  • Manages the preparation of work schedules, vacation schedules and emergency assignments. Ensures staffing coverage for assigned shifts and the deployment of Police Officers into appropriate areas.
  • Monitors sick and overtime patterns for signs of abuse or excessive use. Takes corrective measures as necessary.
  • Plans, coordinates and manages the utilization of police personnel based upon analysis of crime trends, traffic problems, and other factors.
  • Reviews offense, investigation, arrest, and other operational reports.
  • Maintains effective relations between management and labor and ensures compliance with labor agreements.
  • Manages lieutenants and supervisors and personnel through work assignments, performance evaluations, counseling, training, and disciplinary actions in order to meet Department goals.
  • Identifies and corrects workflow weaknesses, researches to produce a written cost and benefit analysis, and implements plans to improve and streamline Department's operations and programs.
  • Evaluates equipment needs and recommends purchase or modification. Inspects Department property.
  • Ensures rules, regulations, policies, and procedures are adhered to. Investigates complaints against personnel and when appropriate, recommends discipline. Responsible for assignment and management of internal investigations.
  • Coordinates emergencies in the field. Responds to the scene of major or highly sensitive incidents and assists the person in command or, if appropriate, assumes command.
  • Makes oral presentations before civic groups in an effort to maintain good working relationships with the community; develops and maintains liaison with other law enforcement agencies.
  • Represents the Department and the Chief at various meeting or conferences and keep him or her apprised of significant events involving the department and the criminal justice system.
  • Serves on committees or task forces to represent the Police Department by giving guidance, providing information and recommendations.
  • Responds to public and/or media inquiries and requests for information, including proper processing of requests made under the Washington Public Records Act.
  • Develops, incorporates, recommends and administers policies and procedures. Ensures polices and procedures are current and updated as necessary to keep up with legal or legislative changes.
  • Applies for grants and administers them if successful.
  • Conducts staff meetings to discuss and evaluate police operations, and give directions to unit supervisors.
  • Oversees preparation of statistical and narrative reports and memorandums concerning a variety of police administrative and operational matters, including investigative reports about police misconduct.
  • Performs other management and law enforcement duties as assigned by the Chief of Police.
  • May perform duties of subordinate commissioned police ranks.

Qualifying Education and Experience (Minimum Requirements)

  • One (1) year of experience in the position of Police Lieutenant with the Bremerton Police Department.
  • Completion of the Middle Management Certification, or its equivalent, through the Washington State Criminal Justice Training Commission may be substituted for three (3) months of the required one year required Lieutenant experience.
  • Completion of the Executive Management Certification, or its equivalent, through the Washington State Criminal Justice Training Commission may be substituted for three (3) months of the required one year required Lieutenant experience.
  • Valid Washington State driver's license is required.
  • Washington State Peace Officer Certification.

**Pursuant to Civil Service Rule 8.05(B), candidates who are not more than one (1) year under the specific minimum age on an examination, and not more than one (1) year under the specified experience or minimum service credit requirements are eligible to apply. A successful candidate will have delayed eligibility until the required minimum age, experience, or service credit is attained.

  • Develop, recommend, incorporate, manage and update policies, procedures, and budgets to meet division objectives and the overall goals of the Police department.
  • Prioritize, monitor, and evaluate the work of staff.
  • Communicate effectively, both orally and in writing, with individuals and groups regarding complex or controversial issues or regulations.
  • Establish and maintain effective working relations with agency members, City staff, and the community.
  • Operate police vehicles and effectively handle firearms.
  • Demonstrate proficiency in computers and computer software as related to this position.
  • Prepare, review and submit accurate records and reports.
  • Audit systems, possesses, procedures and programs.

Oral Examination: A panel will evaluate the applicant's training, experience, and ability to perform the job. Placement on the eligibility list is determined by weighted examination scores as follows: Oral Examination - Passing Score 70% - Weight 100% Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

TENTATIVE TESTING SCHEDULE: Oral examination dates are to be determined . Candidates will be notified once a definitive date has been established. The required attire for the oral examination is Class A uniform.

Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Bremerton Police Management Association.

Civil Service: The classification is included in the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules.

Medical and Dental Insurance
Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental plans.

Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Premera Blue Cross administered by the LEOFF Health and Welfare Trust. To cover dependents employees pay 10% of the dependent premium. Dependents may be added only when there is a change in family status, at annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of job or medical coverage). Detailed coverage and rate information is available from Human Resources.

The City provides a dental plan through Washington Dental Service for both you and your dependents at no cost to you. Dependents must be added when you are hired, within 30 days of birth or adoption, or at open enrollment.

Stipend in Lieu of Medical Coverage
An employee who waives the right to obtain medical insurance coverage through the City and who provides proof of credible coverage through his/her spouse or other source shall be entitled to receive a stipend as follows:

Employee, Spouse & 2 Dependents $400.00

Employees shall be required to notify Human Resources, in writing, during open enrollment, of their desire to waive medical coverage, or at anytime during the year if a qualifying event occurs which would change their status (e.g. marriage, divorce, spouse loss of job or medical coverage).

Life Insurance
The City will provide Life Insurance coverage in the amount $200,000.

Retirement The City provides a comprehensive retirement program through the Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF). If you have an account established in LEOFF prior to October 1, 1977, Plan 1 would apply. Otherwise, you will be enrolled in Plan 2.

The LEOFF plans are defined benefit plans to be taken when you qualify for retirement. The amount of the benefit is determined by service credit and average final compensation with a minimum of 5 years service for vesting. Employees enrolled in LEOFF Plan 2 may enroll in Long Term Disability through Standard Insurance Company with the City paying a maximum of $20 toward the premium costs. Deferred Compensation
You may choose from several plans. The City will match your contribution up to 5.5% of your base monthly wage. You may contribute with a minimum of $30 per month and a maximum annual combined (employer and employee) contribution of $23,000.

Holidays that fall on Saturday are observed the preceding Friday. Holidays that fall on Sunday are observed on Monday. You must take your floating holiday by 12/31 or it will be forfeited.

Educational Incentive
Employees shall be eligible to receive Educational Incentive pay according to the following:

Associate's degree or equivalent (90 quarter or 60 semester hours) 2%
Bachelor's Degree 4%
