THE DEPARTMENT:
Fremont Police Department is the law enforcement agency for the City of Fremont, California. As of 2023, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff. Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1, 1958. At that time, it was staffed by one Lieutenant, three Sergeants, two investigators, one juvenile officer, 17 patrol officers, a secretary, and a clerk. By the end of 1958, there were a total of 25 officers serving a population of 29,000 people in the City of Fremont. In 1966, Fremont PD grew to 82 officers, serving a population of 88,000. The department continues to grow as demand for services increased. Today, Fremont Police Department is one of the most reputable police agencies in the State, serving the 4th largest city in the Bay Area.
THE OPPORTUNITY:
The City of Fremont is seeking a dynamic leader to serve in this key management position in the Police Department. The Lieutenants will typically be assigned to the Patrol Division, Special Operations Division, Administrative Operations Division, or other assignments based on the needs of our community and department. The Lieutenant administers, directs, and reviews the work of sworn and professional personnel performing law enforcement and support activities in the Police Department. The Lieutenant is also responsible for overseeing the development of section/unit policy and procedures, implementing department policy and procedures, and attaining department mission and goals.
The Lieutenant personally participates in the more difficult police and investigative work and instructs subordinate officers on methods to be followed. Lieutenants also perform work having a department-wide impact and/or handle special projects.

Oral Board Interviews/Assessment: The oral board interview / assessment step is designed to demonstrate the candidate's knowledge, skills and abilities as they directly relate to this promotional opportunity. This phase of the selection process will take approximately 3 hours. This is tentatively scheduled for late March or early April. **This timeline is subject to change.
Appointment: Candidates will be considered for appointment from the Eligible List, which has a life of one year, unless sooner exhausted or extended for an additional year. The Eligibility List presented to the Chief of Police will consist of candidates who pass the examination process. The Chief of Police, or designee(s), will conduct departmental interview(s) and will make selection decisions based on examination results, interview results, work history, and factors of merit. Appointment is subject to satisfactory completion of a twelve (12) month probationary period, which is an integral part of the testing process. Performance evaluations conducted during the probationary period will be considered prior to regular appointment.

Essential Functions

Supervises the investigation of crimes, including the collection, analysis, and preservation of evidence.
Reviews administrative and operational reports for accuracy and conformance with policies, procedures and laws, reads, interprets and disseminates information contained in rules and procedures, police bulletins, staff reports, budget documents and new laws.
Conducts research and analysis for staff reports.
Develops and implements special projects; testifies in court and at departmental hearings.
Makes oral presentations.
Participates in special programs with citizens groups, students, community organizations and City Council.
Conducts periodic inspections of officers during their tour of duty.
Prepares and supervises the preparation of necessary records and reports relating to activities undertaken and reviews reports prepared and submitted by subordinates.
