JOB DEFINITION: Under general supervision from first line supervisors, incumbent performs law enforcement and crime prevention work; controls traffic flow and enforces State and local traffic regulations; performs investigative work and other special assignments; performs a variety of technical law enforcement tasks; answers calls for the protection of life and property; enforces State, local and Federal laws and ordinances; and conducts a variety of preliminary and follow-up investigations.

The City of Banning is located in Riverside County along the route of U.S. Interstate 10 approximately 25 miles northwest of Palm Springs and 82 miles east of Los Angeles. Beautifully situated in the San Gorgonio Pass between the two highest mountain peaks in Southern California, Banning is only minutes away from many desert and mountain resorts. One of Banning's unique characteristics is that it provides the serenity of a rural setting ,yet it has easy access to major metropolitan areas.
Its unique location is at a relatively high altitude (2,350 feet) in the pass which provides a favorable year-round climate and air quality. Its municipal boundaries encompass 22.117 square miles.
Incorporated in 1913, Banning is a general law city with a council/manager type administration. The City has five elected council members, one of which is chosen mayor by the Council. The City Manager is the Chief Administrative Officer and is appointed by the City Council. The City of Banning is a full-service municipal government, which owns and operates its own electric and water utilities.
It also offers its residents an airport, local police protection, municipal bus service, seven parks, a swimming complex, the seasonally operated Playhouse Bowl, as well as youth and leisure programs. Recreation opportunities are also abundant in nearby areas, which offer golfing, fishing, hiking, and equestrian trails.
Examples of Duties
REPRESENTATIVE DUTIES: Patrols assigned areas to ensure the security of life and property, observe situations, and deters crime by providing high visibility; responds to suspicious activities and answers emergency calls for service; enforces State, local and Federal laws and ordinances; issues verbal warnings and citations; pursues and apprehends suspects and requests assistance as required; investigates juvenile and designated adult criminal activity and incidents as the responding officer; coordinates crime scene control and investigation, including interviews and interrogations, identification of witnesses; oversees collection and preservation of physical evidence; restores order, protects life and property, and maintains other logs and records; investigates traffic accidents and provides traffic and crowd control as necessary; participates in special details and assignments, including K-9, motorcycle traffic officer and related activities; retrieves, identifies and returns found property and/or evidence to owners; provides emergency aid and assistance to incapacitated persons and requests additional response; provides information, directions, and other services and assistance to the public; testifies in court, as subpoenaed.
KNOWLEDGE and SKILLS:
Typical Qualifications
MINIMUM QUALIFICATIONS: Possession of a high school diploma or GED certificate; college level course work in criminology, law enforcement, social sciences, public administration or a related field is desirable. Must be 21 or older at time of application; be a U.S. citizen; possess and maintain a valid California Driver License; be willing to work evenings, nights, weekends and holidays and must not have any felony convictions.
Lateral applicants: Must be currently employed or employed within the past 12 months as a California Peace Officer with a minimum of one year of experience and possession of or eligible to possess a California POST Basic Certificate
Supplemental Information
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping, and the ability to lift up to 25 pounds or more in the performance of daily activities. Requires both near and far vision and the ability to distinguish colors and acute hearing. Incumbents may work outdoors in all weather conditions. Entails working in hazardous situations, which may involve abusive persons, potential physical violence and the potential of risk of exposure to chemical and biological hazards.
RETIREMENT: New employees with uninterrupted recent service with CalPERS (Classic employees) pay 5% of the employee rate and the City shall contribute 4% to total the required 9% with the 2% @ 50 Plan and 3 Year Average formula. New hires (PEPRA employees) with no CalPERS service as of January 1, 2013, will pay 13.75% of the employee rate and will be subject to the 2.7% @ 57 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Public Employees' Pension Reform Act law. The City also participates in Social Security, including Medicare costs.
CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees are also provided cafeteria benefit money to use for dental, vision, and supplemental plans.
All members of the Police Unit shall pay for a long-term disability insurance plan.
LIFE INSURANCE: The City provides a basic life insurance policy to each employee in the amount of $50,000.
EDUCATION INCENTIVE PAY:
Educational incentive pay is based on qualifications and guidelines in current BPOA MOU.
TUITION AND BOOKS REIMBURSEMENT: Police Unit employees, who pass probation, will receive a maximum of $4,000 per fiscal year for tuition and books for all Police Unit employees enrolled in an approved Associate of Arts/Sciences or Bachelor of Arts/Science Degree or Master of Arts/Science Degree program in a university or college recognized by an accrediting institution.
BILINGUAL PAY: The City pays an additional 5% of the employee's salary for employees who are certified in certain languages.
SPECIAL ASSIGNMENT INCENTIVE: The City shall additionally pay a 5% premium for the following special assignments, provided that no such premium shall attach when the officer is otherwise working an 84-hour shift: This premium pay shall be effective with the beginning of the payroll period starting after July 1, 2001 and shall not be pyramided.
UNIFORM ALLOWANCE: The City pays $150.00 per month for uniform allowance.
HOLIDAYS/VACATION/SICK LEAVE: Vacation Leave shall accrue in accordance with the following schedules:
1 through 4 yrs. of service: 10 days per yr. = 3.08 hrs. per pay period.
Beginning the 5th yr. through the 9th yr.: 15 days per yr. = 4.62 hrs. per pay period.
Beginning the 10 yr. & thereafter: 20 days per yr. = 6.15 hrs. per pay period.
COMPUTER AND GUN LOANS: Upon successful completion of the probationary period, all Police Unit employees are eligible for an interest free loan program for the purchase of a computer and/or a weapon. Repayment of the loan shall be through payroll deduction.
TAKE HOME VEHICLES: The City has established a program for those police officers living within 35 miles driving distance to take home marked police vehicles.
