Position Summary:
Performs entry-level specialized work in law enforcement for the Police Department. Work is normally performed under the supervision of a ranking or senior officer; however, a Police Officer is frequently required to use independent judgment and discretion. Quality of performance is reviewed constantly by supervisors. Work involves responsibility for the rapid and efficient performance of specialized duties under normal and emergency conditions and may involve threats to personal safety and/or life.

Repayment

Qualifications
Must possess current certification as a Law Enforcement Officer in the State of Florida as described under Chapter 493 of the Florida Statutes (F.S), or be currently enrolled in a State of Florida Police Academy and will have successfully completed all required profiles of that Academy and will be able to obtain a Florida Law Enforcement Certification prior to employment, or successfully completed basic recruit training at a certified Police Academy (out of state) at a certified Police Academy with the ability to obtain a certification from the State of Florida as a Law Enforcement Officer as described under Chapter 943, Florida Statutes (F.S) prior to employment.
Must meet the following minimum qualifications for employment or appointment:
Minimum of 21 years of age on the date of hire. Must be a citizen of the United States. Must have a high school diploma or equivalent. College-level coursework is preferred but not required. Must live in Palm Beach, Broward, or Dade County within the first three (3) months of the job offer. Cannot have visible tattoos while wearing long sleeve standard-issued uniforms. Proof of passing the swim test and Basic Motor Skills Test (Agility) at any state-certified FDLE/CJSTC Institute. Must successfully complete a physical examination which will include drug screen and vision testing. This examination will be based on CJSTC specifications as per Florida Statue 943.13(6) and will be provided by a licensed medical provider hired by the City Must successfully complete a psychological evaluation. As per Florida Statute 943.13, must successfully complete a background check to determine good moral character which will include, but is not limited to fingerprinting, criminal history, and employment history verification. Must have a good driving record, and possess a State of Florida driver's license by the date of appointment. PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.

Eligibility List Criteria:
An eligibility list shall be valid for six (6) months (may be extended up to two (2) years at the City's discretion), or until the list is abolished, whichever comes first. The list is formed based on applicants who meet the minimum qualifications. Applicants on the eligibility list will be given consideration for each vacancy. Veterans' Preference shall be awarded, pursuant to Florida Statutes.

COLLECTIVE BARGAINING AGREEMENT (CBA)
This position is governed by the provisions of the CBA for Police Officers and Corporals between the City of Coconut Creek and the Police Benevolent Association. Therefore, specific benefits may be subject to change pursuant to the CBA. The following is a sample of the benefits offered by the City.
GROUP INSURANCE PROGRAM
The City of Coconut Creek has a Cafeteria-style group insurance program. We offer medical and dental coverage, Basic and Additional Life insurance, Accidental Death & Dismemberment (AD&D), Long and Short Term Disability, as well as other optional insurance benefits. For each employee, the City pays the premiums for $20,000 Basic Life insurance, $20,000 AD&D, Long and Short-Term Disability, and contributes towards the total premium for medical insurance. In most cases, employee only medical insurance coverage is paid 100% by the City's contribution. Proof of medical insurance coverage is required for all full-time City employees. Employees who enroll in the City's High Deductible Health Plan (HDHP) will be eligible to participate in a Health Savings Account (HSA). For those desiring dependent coverage and/or optional benefits, payments are pro-rated and made by payroll deduction. Eligibility for coverage is 30 days from date of hire, with an effective date the first of the month following the thirty-day eligibility period.
Employees who are not covered by the City's medical insurance are eligible to receive a pre-determined amount per plan year, paid bi-weekly. These employees have the option of taking the entire amount in cash (post-tax), placing it into their 457 deferred compensation account (pre-tax), or taking a portion in cash and placing the remainder into the 457 account. 457 plans are discussed in the Pension/Retirement section below.
The City's insurance program also includes a Section 125 Program, which allows eligible employees to pay for dental insurance, dependent health coverage, HSA Contributions (if eligible), Pre-paid Legal, AFLAC, etc., and any other insurance premiums with pre-tax dollars, and/or set aside pre-tax dollars for unreimbursed medical, dependent or elder care. All payments are made bi-weekly by payroll deduction.
PENSION/RETIREMENT PLAN
The City participates in the Florida Retirement System (FRS), which offers a choice of either a Pension Plan (defined benefit) or an Investment Plan (defined contribution). The City contributes an amount to the selected plan that is determined by the State Legislature. In addition, employees are required to contribute 3% of eligible earnings through payroll deduction on a pre-tax basis. The Pension Plan benefit is determined by multiplying the Special Risk rate of 3.0 times the years of FRS service times the average of the salary of the employee's highest paid eight (8) years of salary. The Investment Plan benefit is based on the performance of selected funds over time. Employees in the Pension Plan are vested after eight (8) years of service; vesting is after one (1) year of service for the Investment Plan. Normal Retirement for the Pension Plan is age 60 with 8 years of Special Risk service, or 30 years of Special Risk service regardless of age. Early Retirement is any age after eight (8) years, but less than 30 years of service (There is a penalty of 5% per year under age 60.) Once the vesting period has been met, there is no further age or service requirement to receive a benefit under the Investment Plan.
The City also offers a 457 Deferred Compensation Plan with ICMA, which allows voluntary employee contributions up to an annual maximum per IRS guidelines. Employees 50 years of age and over may contribute an additional amount per year. Traditional and Roth IRA Plans are also available for employees to make contributions through payroll deduction.
RETIREMENT MEDICAL PROGRAM
Employees hired as a City of Coconut Creek Police Officer/Trainee shall receive a City contribution in the amount of two-percent (2%) of annual salary (including overtime) to a Retirement Health Savings plan. Fifty percent (50%) of the account balance shall be vested upon the employee's completion of two years of City service, with full vesting reached upon meeting the retirement eligibility defined in this Section.
LEAVE BENEFITS
HOLIDAYS
Ten paid full-day holidays and two paid half-day holidays (Christmas Eve and New Year's Eve) per year. Employees who perform work on holidays shall be paid their straight hourly rate for all hours worked on the holiday in addition to the holiday pay.
PERSONAL LEAVE
New full-time employees are credited with personal leave their first year based upon date of hire as follows:
January 1 through March 30th - 24 hours
April 1st through June 30th - 18 hours
July 1st through September 30th - 12 hours
October 1st through December 31st - 6 hours
Each year thereafter, all full time employees are credited with 24 hours of personal leave on January 1st, for that calendar year, which cannot be carried over from year to year.
VACATION LEAVE
Employees earn vacation leave from the date of hire based on the following schedule:

Maximum accumulation allowed is 240 hours as of October 1st of any year for employees with less than 15 years completed service.
SICK LEAVE
Employees earn .046 hours of sick leave for each hour of regular paid service, to a maximum accumulation of 520 hours. Up to 40 hours in a calendar year may be used as sickness in the immediate family and is deducted from accrued sick leave. Any employee, who has accumulated over 520 hours of Sick Leave, shall convert all hours in excess of 520 at a rate depending on years of service.
REQUIRED PAY INCREASES
Police Officers shall reach the mid-point of the Police Officer range no later than his/her 5th anniversay from date of appointment as a Police Officer. Police Officers shall reach the maximum of that range no later than 10 years after date of appointment as a Police Officer.
LONGEVITY
Employees are eligible for longevity pay as follows:
EDUCATIONAL REIMBURSEMENT
Employees who have completed their one (1) year probationary period are eligible to take advantage of the Voluntary Tuition Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement of 100% for a grade of A, 75% for a grade of B, and 50% for a grade of C. The maximum tuition reimbursement available to any employee shall be the equivalent of (18) credit hours per fiscal year at either the State of Florida community college level or the State of Florida university level.

Must meet the following minimum qualifications for employment or appointment:

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/ or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and /or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and / or disease, or pathogenic substances
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity. Tasks may involve identifying and distinguishing colors. Tasks may involve standing and walking for extended periods of time.
Eligibility List Criteria:
An eligibility list shall be valid for six (6) months (may be extended up to two (2) years at the City's discretion), or until the list is abolished, whichever comes first. The list is formed based on applicants who meet the minimum qualifications. Applicants on the eligibility list will be given consideration for each vacancy. Veterans' Preference shall be awarded, pursuant to Florida Statutes.

COLLECTIVE BARGAINING AGREEMENT (CBA)
This position is governed by the provisions of the CBA for Police Officers and Corporals between the City of Coconut Creek and the Police Benevolent Association. Therefore, specific benefits may be subject to change pursuant to the CBA. The following is a sample of the benefits offered by the City.
GROUP INSURANCE PROGRAM
The City of Coconut Creek has a Cafeteria-style group insurance program. We offer medical and dental coverage, Basic and Additional Life insurance, Accidental Death & Dismemberment (AD&D), Long and Short Term Disability, as well as other optional insurance benefits. For each employee, the City pays the premiums for $20,000 Basic Life insurance, $20,000 AD&D, Long and Short-Term Disability, and contributes towards the total premium for medical insurance. In most cases, employee only medical insurance coverage is paid 100% by the City's contribution. Proof of medical insurance coverage is required for all full-time City employees. Employees who enroll in the City's High Deductible Health Plan (HDHP) will be eligible to participate in a Health Savings Account (HSA). For those desiring dependent coverage and/or optional benefits, payments are pro-rated and made by payroll deduction. Eligibility for coverage is 30 days from date of hire, with an effective date the first of the month following the thirty-day eligibility period.
Employees who are not covered by the City's medical insurance are eligible to receive a pre-determined amount per plan year, paid bi-weekly. These employees have the option of taking the entire amount in cash (post-tax), placing it into their 457 deferred compensation account (pre-tax), or taking a portion in cash and placing the remainder into the 457 account. 457 plans are discussed in the Pension/Retirement section below.
The City's insurance program also includes a Section 125 Program, which allows eligible employees to pay for dental insurance, dependent health coverage, HSA Contributions (if eligible), Pre-paid Legal, AFLAC, etc., and any other insurance premiums with pre-tax dollars, and/or set aside pre-tax dollars for unreimbursed medical, dependent or elder care. All payments are made bi-weekly by payroll deduction.
PENSION/RETIREMENT PLAN
The City participates in the Florida Retirement System (FRS), which offers a choice of either a Pension Plan (defined benefit) or an Investment Plan (defined contribution). The City contributes an amount to the selected plan that is determined by the State Legislature. In addition, employees are required to contribute 3% of eligible earnings through payroll deduction on a pre-tax basis. The Pension Plan benefit is determined by multiplying the Special Risk rate of 3.0 times the years of FRS service times the average of the salary of the employee's highest paid eight (8) years of salary. The Investment Plan benefit is based on the performance of selected funds over time. Employees in the Pension Plan are vested after eight (8) years of service; vesting is after one (1) year of service for the Investment Plan. Normal Retirement for the Pension Plan is age 60 with 8 years of Special Risk service, or 30 years of Special Risk service regardless of age. Early Retirement is any age after eight (8) years, but less than 30 years of service (There is a penalty of 5% per year under age 60.) Once the vesting period has been met, there is no further age or service requirement to receive a benefit under the Investment Plan.
The City also offers a 457 Deferred Compensation Plan with ICMA, which allows voluntary employee contributions up to an annual maximum per IRS guidelines. Employees 50 years of age and over may contribute an additional amount per year. Traditional and Roth IRA Plans are also available for employees to make contributions through payroll deduction.
RETIREMENT MEDICAL PROGRAM
Employees hired as a City of Coconut Creek Police Officer/Trainee shall receive a City contribution in the amount of two-percent (2%) of annual salary (including overtime) to a Retirement Health Savings plan. Fifty percent (50%) of the account balance shall be vested upon the employee's completion of two years of City service, with full vesting reached upon meeting the retirement eligibility defined in this Section.
LEAVE BENEFITS
HOLIDAYS
Ten paid full-day holidays and two paid half-day holidays (Christmas Eve and New Year's Eve) per year. Employees who perform work on holidays shall be paid their straight hourly rate for all hours worked on the holiday in addition to the holiday pay.
PERSONAL LEAVE
New full-time employees are credited with personal leave their first year based upon date of hire as follows:
January 1 through March 30th - 24 hours
April 1st through June 30th - 18 hours
July 1st through September 30th - 12 hours
October 1st through December 31st - 6 hours
Each year thereafter, all full time employees are credited with 24 hours of personal leave on January 1st, for that calendar year, which cannot be carried over from year to year.
VACATION LEAVE
Employees earn vacation leave from the date of hire based on the following schedule:

Maximum accumulation allowed is 240 hours as of October 1st of any year for employees with less than 15 years completed service.
SICK LEAVE
Employees earn .046 hours of sick leave for each hour of regular paid service, to a maximum accumulation of 520 hours. Up to 40 hours in a calendar year may be used as sickness in the immediate family and is deducted from accrued sick leave. Any employee, who has accumulated over 520 hours of Sick Leave, shall convert all hours in excess of 520 at a rate depending on years of service.
REQUIRED PAY INCREASES
Police Officers shall reach the mid-point of the Police Officer range no later than his/her 5th anniversay from date of appointment as a Police Officer. Police Officers shall reach the maximum of that range no later than 10 years after date of appointment as a Police Officer.
LONGEVITY
Employees are eligible for longevity pay as follows:
- Upon completion of ten (10) years of City of Coconut Creek Police Officer/Trainee Service - Base salary increase to maximum of salary range on 10th performance evaluation anniversary. If increase is less than five percent (5%) of annual salary, an additional lump sum bonus for the difference shall be paid.
- Upon completion of eleven (11) years of City of Coconut Creek Police Officer/Trainee Service - five percent (5%) of annual salary lump sum bonus on each anniversary.
- Upon completion of fifteen (15) years of City of Coconut Creek Police Officer/Trainee Service - six and a half percent (6.5%) of annual salary lump sum bonus on each anniversary.
EDUCATIONAL REIMBURSEMENT
Employees who have completed their one (1) year probationary period are eligible to take advantage of the Voluntary Tuition Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement of 100% for a grade of A, 75% for a grade of B, and 50% for a grade of C. The maximum tuition reimbursement available to any employee shall be the equivalent of (18) credit hours per fiscal year at either the State of Florida community college level or the State of Florida university level.
