Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position serves as a Firearms Training Instructor for the FirearmsTraining Division, Training Services Bureau (TSB), United States Capitol Police(USCP). Other assigned work locations include Cheltenham, MD; Quantico,VA; Ft. Meade, MD; and/or other designated training facilities.
The Training Instructor (Firearms) performs a variety of duties, including butnot limited to:
Presents weapons training programs and courses for the Department and Bureau. Providescomprehensive instruction in the safe, proficient, and tactical use ofDepartment-issued firearms that include handguns, shotguns, rifles, andsubmachine guns, etc.
Responsible for weapon maintenance and armoring.
Conducts practical exercises with a variety of weapons. Evaluatesstudent performance and determines qualification level. Sets up,maintains, and manages the range. Develops student evaluation systemsrelevant to each firearm training program. Scores sworn employees andmakes the initial determination whether they qualify or fail to qualify to meetDepartment standards.
Analyzes and exercises independent judgment and discretion in makingrecommendations to management on training policies and other personnelactions.
Plans and develops lesson plans and uses diverse instructional methods in orderto present law enforcement subjects in an effective and efficient manner. Participates in the research, planning, analysis, and decision-making processesfor the development and delivery of training courses. Provides instruction ontopics from approved course materials and instructional plans for swornemployees. Serves as an adjunct instructor in support of all TSB coursecurriculums, to include Taser and Virtra (simulator).

Requirements
1. Must be a USCP sworn employee below the rank of Sergeant and must have been promoted to the rank of Private First Class (PFC) by the closing date of this announcement. 2. Must satisfactorily complete the following instructor assigned courses: Law Enforcement Instructor Training Program; Taser Instructor Training Program; CPR/AED; Use of Force; Range Safety Officer/Officer in Charge Training and Certification; and training as required by the Department for instructor certification. 3. Must obtain and maintain Department required certifications. 4. Must satisfactorily complete a one-year probationary period. 5. Must satisfactorily complete basic and advanced firearms and weapons training programs. 6. Must pass and obtain required Armorer courses and certifications. 7. Must submit to semi-annual blood and hearing tests.
Qualifications
In order to qualify, you must meet the education and/or experiencerequirements described below.
1. Must be a USCP sworn employee below the rank of Sergeant. Must havebeen promoted to the rank of Private First Class (PFC) by the closing date ofthis announcement.
2. Must be in full and unrestricted duty status as of the closing date of thisannouncement.
3. Must not be in restricted leave status as of the closing date of thisannouncement.
4. Must possess a valid driver's license.
5. Must be able to work at multiple range sites throughout the WashingtonMetropolitan area to include Quantico, Cheltenham, Ft. Meade, and Rayburnas required.
6. Must possess a minimum level of firearms proficiency demonstrated by a rangescore of 255.
7. Must successfully complete the Law Enforcement Instructor TrainingProgram (LEITP) and Firearms Instructor Training Program (FITP) to achievecertification.
8. Must submit to semi-annual blood and hearing tests.
9. Must be able to work rotating hours and shifts to include days,evenings, and midnight shifts. Additional Duty required as needed.
10. Must pass range safety officer and emergency medicaltechnician exams to fulfill range requirements.

There is no education substitution for experience in this series and/or grade.

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. Phase II: KSA Assessment - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel, including resume review. Phase III: Structured Interview - Candidates selected for the interview phase will be required to shoot 255 on the USCP Course of Fire. Results of this selection process will be used to recommend candidates to the hiring manager, who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, including application documents, each candidate's complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
