The following employment opportunity is a represented position (AFSCME). The City will establish a ranked eligibility list for this classification that will be in effect for a period of six (6) months but may be extended upon request of the Police Chief, up to twenty-four (24) months.

This position is open until filled.

This position requires working assignments covering 24 hours per day, 7 days per week, including weekends, and holidays.

This recruitment will utilize multiple steps to narrow down the applicant pool, including an oral board interview, Chief's interview, background, and polygraph. Dates for these processes have not yet been set but the passing requirements are as follows:

Oral Board Interview - 70% passing score required (weight of 100%)
Chief's Interview - Pass/Fail


Background - Pass/Fail

Polygraph - Pass/Fail

Up to the top five (5) candidates from the oral board interview will be invited to a Chief's interview.

SALARY:

$7,254.00 - $8,818.00 per month; depending on experience

GENERAL PURPOSE:

Under the direction of the Support Services Manager or designee, plan, organize, coordinate and oversee the activities of Police Records Specialists involved in Police records maintenance, communications, counter work and other clerical support duties; supervise and evaluate the performance of assigned staff.

Work is characterized by a high degree of complex and confidential professional-level supervisory duties associated with the Police Records area. The incumbent is required to supervise a diverse group of employees of various skill levels in the areas of records, data entry and administrative support; have the ability to make decisions and take responsibility for such decisions; and exercise independence, judgment, and initiative.

Work is performed under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Plan, organize and oversee the maintenance of Police Department records; supervise counter work, communications and other clerical activities; assure efficient and effective support to the Department and community.

Perform a variety of administrative duties in support of assigned activities; approve requisitions for supplies, equipment, and requests for training; develop and coordinate work schedules and coverage; authorize overtime within established guidelines.

Supervise and evaluate the performance of assigned staff; assign duties, evaluate, counsel and recommend formal discipline for personnel as appropriate and, evaluate training needs and staffing requirements.

Provide in-service training to new employees and update training to all staff as required.

Communicate with Departmental administrators and staff, outside agencies and general public to exchange information and explain Departmental policies and procedures.

Assure compliance with a variety of laws and regulations related to maintenance, retention and release of Police records and information.

Assure distribution of policies and procedures; revise and update materials as needed to reflect changes in legislation or Departmental operations.

Prepare and distribute various records and reports related to unit operations, activities and personnel.

Maintain current understanding of department functions and programs; respond to questions from staff and provide technical expertise regarding Police Department procedures and operations; troubleshoot and resolve equipment problems.

Recommend changes in unit to improve operations. Identify and recommend budgetary needs for unit.

Attend and participate in meetings and conferences pertaining to unit operations, criminal justice system and general public; represent the department as required

Perform duties of Police Records Specialist including but not limited to assist the public at counter, answer telephones; provide information or services to callers and visitors including citizen, city employees and various outside agencies; respond to routine citizen inquiries or complaints; maintain records and receive and relay information to and from Police Officers in field.

Assist with the review of on-line reports, complete case reports in Records Management System.

Actively support the City and department's mission, vision, values, and goals.

PERIPHERAL DUTIES:

Act as Support Services Manager, as assigned.

Other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

KNOWLEDGE OF:
  • City ordinances, State and federal laws governing operation of Police Records unit.
  • Criminal history records privacy policies and procedures
  • Budgeting and purchasing techniques
  • Supervisory practices and performance evaluation techniques
  • Department unit and City regulations, policies and procedures for unit and Department operations


SKILLED IN:
  • Evaluating potentially volatile situations and taking appropriate action
  • Case report preparation
  • Data processing entry and retrieval
  • Working independently with minimal supervision
  • Supervising small work groups
  • Completing projects and assignments within required timelines
  • Prioritizing and assigning unit work
  • Assessing work and making required changes for efficiency of unit
  • Designing and implementing new ideas and programs for Records Unit
  • Preparing clear and concise written reports/communications
  • Effectively communicating both orally and in writing
  • Adhering to strict confidential requirements


ABILITY TO:
  • Organize, evaluate and direct operation of the Police Records unit
  • Serve as liaison between Police units to assure smooth operation and effective Records services
  • Work in a neat, orderly manner
  • Type proficiently (45 WPM)
  • Develop, revise, and implement policies and procedures for Records Unit
  • Train, supervise and evaluate assigned personnel
  • Establish and maintain cooperative and effective working relationships with others
  • Read, interpret, apply and explain rules, regulations, policies and procedures
  • Operate police radio, multi-line phone system, police specific computer systems, copy machine, printers, FAX machine and typewriter


SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:

Education: High school diploma, or equivalent; and

Experience: Three (3) years of increasingly responsible administrative support experience in a law enforcement agency, including at least one (1) year of supervisory experience preferred.

LICENSES AND OTHER REQUIREMENTS:
  • Washington Crime Information Center (WACIC) Certificate within 1 year of employment
  • No felony convictions
  • No criminal convictions in the past three (3) years
  • Subject to a Washington State Patrol background inquiry pursuant to RCW 43.43.832.
  • Positions in this class must meet Civil Service Rules and Regulations
  • Multilingual desirable


MACHINES, TOOLS AND EQUIPMENT USED:

Requires use of typical modern office machinery and equipment including but not limited to computer, telephone, fax, copy machine, calculator, police radio and other office equipment appropriate to the position.

Work is performed in an office environment subject to frequent interruptions by walk-in applicants, employees, telephone calls, and inter-office activities; may be exposed to individuals who are emotional, irrational, irate or hostile; and may be required to travel to different sites to attend meetings. The noise level in the work environment is usually quiet to moderate. All incumbents in this classification are subject to varying shifts including weekends and holidays.
