Description
Boulder County Public Health Department (BCPH) is seeking to hire a Policy and Systems Change Senior Analyst, whose mission is to advance pro-health policies and systems change in Boulder County and the state of Colorado.
The Policy and Systems Change Advisor initiates and cultivates high-level strategic partnerships across numerous sectors to advance policy efforts for BCPH. This role leads community-level policy improvement efforts and works with staff to develop and implement an agency policy agenda. The Policy and Systems Change Advisor facilitates BCPH's involvement in government affairs. This individual develops relationships with community leaders and serves as the department's liaison with various entities as it relates to policy development. The person in this role provides leadership to support policy improvement activities by exercising strategic, administrative, and operating oversight. They also ensure policy improvement efforts are developed and managed using an evidence-based and data-driven approach. The Policy and Systems Change Advisor develops and communicates the strategic vision and scope for policy improvement. The successful candidate will be self-directed, collaborative, team-oriented, and solutions focused.
The ideal candidate will exhibit confidence in establishing and defining their role and flexibility as the role evolves. The leader in this position will be able to build, maintain, and nurture existing and new relationships with staff, other agencies, and the community. This position requires a strategic and creative thinker who is collaborative, approachable, responsive, and trustworthy. The position reports to the Executive Director and serves as a liaison and representative to a number of internal and external groups throughout Boulder County and the region.
This is a term limited position with an anticipated end date of June 25th, 2028.
This is a full-time, benefited position that will work Monday - Friday 8:30am - 5:00pm. This position will work remote and is expected to work at least 3 days per week in office (or in the field), located at 3450 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $106,908.00-$130,446.00 Annually
Tentative Hiring Timeline:
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Examples of Duties
In order to effectively lead the agency's policy and systems change work the Policy and Systems Change Advisor is responsible for:
- Priority setting, planning, implementation, and evaluation for the agency's policy and systems change work. Working with the staff, local community, and partners to develop a BCPH Policy and Systems Change Plan, which includes a long-term strategy for advancing key agency priorities through policy and systems change; identifies areas for proactive policy development; creates a strong agency system for tracking, communicating, and responding to policy developments at local, state, and national levels; and engages emergent learning to evaluate work and adapt strategies over time for improvement.
- Internal coordination for policy and systems change. Leading BCPH's State Legislative Policy Committee, comprised of staff Subject Matter Experts, by facilitating the development of annual state legislature policy priorities; participating in and supporting staff to research issues, organize testimony, and meet with elected officials; responding to emergent needs during the annual four-month state legislative session; and providing regular updates during the session to the Board of Health, and supporting them to take policy positions and provide testimony. Preparing briefs and regular reports to keep BCPH leadership up to date on policy issues, potential impacts, and plans.
- External collaboration and championing priorities. Representing BCPH on various external committees and with partner groups, including the County Commissioners' Policy Team, the Colorado Association of Local Public Health Officials, Colorado Public Health Association, and Metro Denver Partnership for Health, among others. Supporting local, state, and national coalitions and identifying broader support for BCPH's policy and systems change priorities. Liaising with local, state, and national legislators to identify how BCPH can assist them with their legislative priorities, and ensuring they are educated on BCPH's policy priorities and positions. Collaborating with county municipalities to advance pro-health policies and systems changes, address root causes of health inequity, and support community well-being through evidence-based policy.
- Agency Capacity Building. Supporting agency capacity building by working alongside BCPH programs to incorporate policy and systems change into planning, operational skills, building community support, and improving evaluation efforts, as well as providing advocacy skills building for staff who interact with elected officials and municipal staff.
- Applying for grants to advance policy and systems change solutions.
- Utilizing a collaborative leadership style that embraces a diversity of opinions and leads to clear outcomes.
- Performs other related duties as assigned.
- May be reassigned during emergency situations.

PREFERRED QUALIFICATIONS:
- Six years of combined education (e.g. Public Health, Public Policy, Public Administration, Health Education, Social Work, or related field)
- Master's degree in public health, public policy, law, or related field
- 10 or more years of experience in policy and/or systems change
- Four years of experience working in public health, government, or other work settings successfully leading health equity, policy, or systems change work
- Four years of supervisory experience
- Experience conducting Health Impact Assessments (including rapid assessments), systems mapping, and power mapping
- Familiarity with Colorado state policy issues
- 7 or more years of experience in local government, public health or other applied-work environments
KNOWLEDGE, SKILLS, & ABILITIES:
- Highly strategic thinker, with demonstrated ability to build a vision and collaborative processes.
- Demonstrated skills in program development and design, implementation, management, and evaluation, including accountability and reporting structures and processes.

- Demonstrated familiarity and experience with identifying policy best practices in relation to public health issues.
- Understanding and vision for supporting government to break down barriers to advancing community health, including in organizational structure and systems.
- Experience using adaptive leadership principles and adult learning teaching approaches to build capacity and invite/support action across the agency and the community.
- Experience with strategic communications, analyzing and writing public policy, and working with elected officials.
- Demonstrated skills in grant writing and other fundraising strategies.
- Excellent follow-through and accountability, including for meeting rapid-turnaround deadlines.
