The Port Engineer is responsible for the development and management of shipyard plans, budgets, and support for the repair and maintenance of Rose Cay Maritime's Articulated Tug Barges (ATBs), primarily in the Gulf of Mexico and East Coast regions (NORTHEAST: From Delaware to Maine) This role requires the application of engineering knowledge and leadership to ensure the safe and efficient operation of vessels.

Position Requirements
Minimum Requisite Knowledge & Skills:
- Prior knowledge and hands-on experience with vessel shipyard operations, drydocking, and 5-year special surveys.
- Proficient in managing vessel drydocking and overseeing shipyard periods. Experience with motor vessels, diesel engines, and their operational support systems.
- Ability to work in small spaces and with heavy machinery.
- Valid State driver's license and TWIC card.
- U.S. work authorization is required (no visa sponsorship available).
- Willingness to work a flexible schedule, including weekends and evenings, to support vessel operations
Primary Job Duties & Responsibilities:
Maintenance and Repair Management:
- Oversee the development, monitoring, and management of maintenance schedules, budgets, contractor selection, and contractor performance.
- Maintain proactive communication with contractors and vendors to ensure cost-effective and timely completion of all repairs and maintenance activities.
- Develop repair specifications, obtain bids, and participate in contract negotiations.
- Compliance and Regulatory Liaison:
- Ensure vessels adhere to USCG regulations, maritime safety standards, and requirements from Class agencies such as ABS and Rina.
- Act as the primary liaison with regulatory bodies, including the USCG, to ensure compliance with safety requirements during repairs and modifications.
- Manage and oversee statutory surveys and inspections to ensure vessels meet all necessary safety and operational standards.
- Project Management:
- Manage the entire lifecycle of engineering projects, from initial planning through execution and final completion, ensuring adherence to schedules, costs, and specifications.
- Provide technical expertise to design and implement new systems or upgrades to existing systems on vessels.
Fleet Oversight:
- Monitor the vessels' daily maintenance and repairs using HELM software.
- Evaluate repair requests, reviewing prior maintenance history and similar vessel issues for cost-effectiveness and quality assurance.
- Conduct periodic inspections of vessels to assess operational performance and ensure compliance with internal SMS protocols.
Incident and Failure Analysis:
- Analyze machinery failures, identify causes, and recommend corrective actions.
- Ensure proper documentation and record-keeping of engineering costs, repairs, supplies, and personnel expenses for each vessel.
Emergency Response and Environmental Awareness:
- Serve as part of the oil spill response team and be trained in emergency response protocols.
- Adhere to and support the company's Environmental Quality Management System.
Collaboration and Communication:
- Collaborate with Port Captains to ensure timely and effective maintenance and repair schedules.
- Communicate promptly with the Fleet Engineering Manager regarding critical updates, damages, or unplanned maintenance events.
Documentation and Reporting:
- Ensure that accurate schedules, job specifications, and maintenance reports are provided and maintained in the company's Fleet Management System (FMS).
Minimum Education and Experience:
- Minimum of 2-5 years of relevant experience in a port engineer or similar role.
- Bachelor's degree in Engineering or a related field is preferred. Candidates with a USCG/Navy background and a career in engineering are a plus. Chief Engineers with a license for 4K horsepower or higher are also encouraged to apply.
- Proficiency in computer systems and technology relevant to the role.
