About The Role: Portfolio Analysts in the Portfolio Planning and Analysis (PPA) unit have a unique role supporting WTD by advising decision-makers, coordinating prioritization processes, and analyzing data to find meaning. Portfolio Analysts are frequently involved in facilitation, performance measurement, system and process improvements, and support broader planning activities. Portfolio Analysts need to have both technical analytical skills and the ability to build and maintain strong relationships, manage conflicting perspectives, and engage collaboratively with a wide variety of technical disciplines. This role will be assigned to the PPA unit, a small team of professionals who are responsible for the centralized management of WTD's capital portfolio and maintaining portfolio management standards, processes, and policies for WTD.
This recruitment aims to fill (2) Portfolio Analyst - PPM III positions.
This position performs work remotely and onsite.

The Portfolio Planning and Analysis (PPA) Unit supports the Wastewater Treatment Division's (WTD) mission of protecting public health and the environment by managing WTD's capital project portfolio through strategic alignment, prioritization, and resource balancing. Our work ensures that capital project decisions are transparent, data-driven, and aligned with organizational goals, optimizing capital project delivery to enhance water quality and public health throughout the Puget Sound region.

Job Duties
What You Will Be Doing:
- Lead the project prioritization process, including managing prioritization data, facilitating and coordinating subject matter experts in evaluating project proposals, and presenting prioritization data in various formats to provide actionable insights to decision-makers.
- Oversee portfolio processes related to risk, value, and resource management, ensuring alignment with organizational goals and industry best practices.
- Perform advanced portfolio performance analysis, managing portfolio goals, key performance indicators (KPIs), and leading the tracking, monitoring, and reporting to assess overall portfolio health and performance.
- Prepare and present strategic recommendations and reports based on comprehensive analysis, offering actionable insights to Division leadership and other key stakeholders.
- Lead projects and initiatives aimed at building organizational capabilities, improving processes, and driving innovation across the unit. Lead process improvement efforts and special projects with a focus on achieving long-term portfolio management goals.
- Manage the development of capital budget submittals, ensuring that deliverables meet internal standards and align with strategic objectives.
- Develop and manage capital project, program, and portfolio forecast projections and investment scenarios, providing critical insights to inform resource allocation and long-term planning.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Five years minimum of successful work experience in a related field such as project/program management, business analysis, financial planning and analysis, management consulting, operations management, risk management, strategy, data analytics/data science, government/public sector planning, change management.
- Bachelor's or master's degree in a related field (e.g., business, finance, economics, engineering, public administration), OR a combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
- Proven experience managing complex projects and designing and managing processes that span across an organization and involve multiple interested parties.
- Demonstrated experience in analyzing and interpreting complex data, using insights to inform decision-making, improve processes, and drive strategic outcomes.
- Strong communication and presentation skills, with the ability to clearly convey complex issues to diverse audiences and influence decision-makers at all levels of the organization.
- Experience with capital budgeting, capital improvement plans, and understanding financial models for project and portfolio planning.
- Proven track record of innovation, including the ability to think creatively, embrace data-driven solutions, and solve complex problems to drive continuous improvement.
- Demonstrated ability to work in a dynamic and multifaceted environment, adapting to shifting priorities and managing multiple high-stakes projects simultaneously.
- Strong leadership skills, can include mentoring junior team members, facilitating group discussions, and/or leading cross-functional teams.

Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite reporting requirements typically 1 - 4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of
- Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
