GENERAL DESCRIPTION:
Under the direction of the Peace Officer Standards and Training (POST) Commission, the director shall perform the functions and duties assigned by the chairman of the Commission; ensure that all peace officers, detention officers, correctional officers, dispatchers, coroners, and deputy coroners meet all mandated hiring and training standards set by Wyoming statute and conduct decertification for failing to meet the standards or for disciplinary type reasons.

Qualifications
PREFERENCES:

- Report to the POST Commission at regular meetings and at other times as required, and recommend denial, suspension, or revocation of peace officers as deemed necessary
- Administer pre-employment written exams that agencies within the state may employ from
- Certify peace officers, detention officers, correctional officers, dispatchers, coroners, and deputy coroners who qualify pursuant to Wyoming Statutes and POST rules and regulations
- Educate law enforcement personnel and the general public on mandates set for the hiring, retention, and disciplinary action for peace officers, detention officers, dispatchers, coroners, and correctional officers
- Instruct during the peace officer, detention officer, and communications personnel basic training courses at the Wyoming Law Enforcement Academy
- Inspect and approve peace officer training academies, and all in-service training classes within the state
- Maintain and enforce the employment standards of peace officers and correctional officers as set forth by Wyoming Statutes
- Establish and maintain training files on all peace officers, dispatchers, detention officers, correctional officers, coroners, and deputy coroners in the state
- Certify instructors who meet POST standards to instruct in-service training in the state
- Consult and cooperate with colleges and universities concerning police-related training courses and granting personnel POST training hours for college credit hours
- Appoint employees and consultants, prescribe their duties, and evaluate their performance
- Conduct decertification investigations and set up hearings when needed to complete the decertification process
- Maintain a constant line of communication with agency administrators in the state to meet their training and certification needs
- Manage and maintain files on all retired peace officers who apply for a state-issued retirement identification card
- Prepare and administer the POST Commission budget
- Supervise administrative support staff
- Compile statistical information
- Other duties as assigned
Qualifications
PREFERENCES:
POST Instructor Certification.

- Knowledge of Wyoming State Statutes concerning POST and the criminal justice system
- Knowledge of the legislative process as it pertains to POST and criminal justice
- Knowledge of federal law concerning ADA standards, supervision, and mid-level management
- Knowledge of teaching techniques
- Knowledge of processes of state government including legislative and administrative processes and the guiding principles underlying these processes
- Knowledge of state personnel rules
- Skill in supervision, organization, planning, and management of a staff of workers, working towards team building in achieving goals and objectives of the work system
- Skill in oral and written communication, interpersonal relations, and resolving problems
- Skill in evaluating training programs and assessing training needs in the state
- Skill in researching informational sources and new trends in communicating effectively
- Ability to prepare legislation for rule changing to update standards and train the industry to keep Wyoming updated and current
- Ability to interpret and work within POST rules and regulations
- Ability to evaluate training needs and work within the criminal justice system to see that everyone's needs are met
- Ability to seek compliance from agencies regarding statutes, rules, and regulations
- Ability to organize and implement policies and procedures

- Ability to promote and enhance coordination, cooperation, and communication among law enforcement agencies
