GENERAL DESCRIPTION:
This position serves as senior legal counsel to the Wyoming Office of Consumer Advocate (OCA) in administrative law proceedings before the Wyoming Public Service Commission (PSC), providing legal and technical advice to OCA staff analysts, collaborating with co-counsel, and providing policy guidance to the OCA administration on a wide range of regulated-utility matters related to state and federal law and the provision of regulated utility service in the State of Wyoming.

This position independently manages contested case proceedings in accordance with the Wyoming Administrative Procedure Act. Primary duties include the timely and accurate filing of required legal documents, the development of evidence through discovery or interrogatories, testimony and witness preparation, cross-examination of opposing witnesses, and the preparation and submission of post-hearing briefs and other post-hearing filings.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Acts as senior legal counsel for the OCA to adjudicate administrative law proceedings heard before the PSC.
  • Representing the agency in settlement negotiations held as part of contested proceedings, and engaging in regional and national utility-workshop, discussions, forums, and settlement meetings on multi-state utility matters to provide advice and recommendations on behalf of the OCA
  • Representing the OCA before the Federal Energy Regulatory Commission (FERC), Wyoming District Courts, and Federal District Courts.
  • Provide legal and technical advice on State and Federal legal matters, proposed legislative matters, and rulemaking proceedings.


Qualifications
PREFERENCES:
Preference will be given for 2 or more years of Administrative Utility Law Experience and 2 or more years of Utility Regulation Experience.
Preference will be given for knowledge of state and federal law applicable to utility regulation experience.
Preference may be given to applicants who are active members of the Wyoming State Bar and licensed to practice as an attorney in this State.
KNOWLEDGE:
  • Advanced knowledge of administrative law and processes.
  • Knowledge of state and federal law applicable to the regulation of public utilities.
  • Basic understanding of engineering, accounting, and finance principles.
  • Skill in legal issue identification, legal research, and written and oral communication.
  • Ability to quickly understand new concepts and information related to public utility regulation.
  • Ability to manage complex projects involving voluminous technical documents.
  • Ability to lead, and work efficiently and effectively with teams of in-house subject matter experts.
  • Ability to conduct public hearings in contested case proceedings.
  • Ability to interact professionally with the public, utility officials, and government officials at all levels.

Education:
Juris doctorate.
